Hi, I'm new to Warhammer, and decided I wanted to play 40k. Orginally I decided to do Orks, but I changed my mind after see-ing the models of space marines. I bought Assault on Black Reach, a Battleforce, and a Devastators squad. My question is what should i get next? And how should I configure my army list?

That is plenty models to play many games with and to learn the rules. You need to get a hand of the game and your army before you can safely invest in models that you actually want to use, not ones that look cool on the box art. There is a lot of "flashy" units that are not for everyone's taste...
What You need to get however is the new Rulebook (5th Edition) and Space Marines Codex that comes out this Saturday before you can play, unless you want to borrow those from your friends till you get more $$. Also, start thinking about putting together and painting your models - the staff that you have should keep you busy for weeks to come.

Thanks for the advice, a real quick question should i turn in the devastators/ battleforce for something else? Or are the three box sets I am going to purchase a good starting point. Also, any help on the army list?
The boxes that you have are a very good starting point! You will have 2 Troop choices minimum, HQ, one assault squad, scouts and a Dread to back them up with! I am actually starting a 3rd army on my own and have almost identical things coming in (except that I traded my Scouts for another Tac squad - personal choice).
The only one that I might suggest to get as well would be the Space Marines Commander Box - in case you want to give different weapons/wargear to your commander than what the model in the starter box comes with. Leftover pieces can be also used to customize other models in your collection.
Other than that I think that you are good to go with the models that you picked up!

By the way, I pre-ordered the codex and have read the rulebook, and will have the small one from the AoBR box
That is definitely a good start for an army. Here's how I would organize the army.
10 man Tactical Squad
10 man Tactical Squad
5 man Scout Squad
5 man Assault Squad
10 man Devastator Squad
That will probably run around 1000 (most likely more) points and should serve you well in your first games.
Thank you for the advice, I was asking how I should equip the Terminators and Devestators, so I could model them appropiately.
Also, where could I find painting/ modeling tips for Space Marines.

Awesome place to start. I would advise thinking about what chapter to make your marines.
I started much the same way, and I went to Crimson Fists. They are normal except they can take Pedro Kantor, one of the best marine characters and they specialise in Sternguard Veterans, an awesome squad.
I painted (and usually pain in a similar fashion) - enchanted blue for the armour, boltgun metal for metal, shadow grey for extra stuff (like skulls and purity seals), blood red for the fists. I go over everything with the awesome wash Badab Black, highlight shadow grey with fortress grey and do the rest of the highlights in the original colour. Looks good with minimum effort and little money spent on paints

Well, the Black Reach models come with all their gear standard, so there's not much you can do with that. Termies typically benefit from some kind of heavy weapon, but the only way to get those is to convert or if you have any existing bits lying around (or if somebody can give you one). I find the Dark Angel Veteran box nice for this as it gives you some Termie bits (mostly Dark Angels stuff, but also an Assault Cannon and TH/SS), a bunch of weapons and other bits, and 5 robed marines.
The Devastators come with a ton of heavy weapons, so it's really up to you how you want to equip them. I find 4 missile launchers to be cheap and flexible, but other setups can work too. I would avoid lascannons and mult-meltas though. Lascannons are far too expensive for Devastators and work better for cheaper in Tactical Squads. Multi-meltas have too short of a range for a heavy weapon.
If it were ==My== army, I'd probably do something like this
Captain w/ relic blade, hellfire bolter
Command Squad w/ Standard, Company Champion, 2 flamers, Rhino
Dreadnought w/ multi-melta
10 Tacticals, lascannon, plasma gun
10 Tacticals, missile launcher, flamer, Sergeant w/ powerfist
5 Scouts w/ sniper rifles, 1 heavy bolter
5 Assault Marines, Sergeant w/ powerfist
10 Devastators, 2w/ missile launchers, 2w/ heavy bolters
Wow, actually that comes to almost 1500 points. To make 1000 points, I would get rid of the Terminators and Assault Squad and Command Squad to instead focus on the Tactical Squads and Devastators.
