Hi, finally decided to make an army out of all the figures I have lying around the house. So far, I've dug up the following list of figures, but have no idea if they compose a balanced army or not. I'm getting the new codex in a few days, but was wondering if anyone had any advice for someone who's never built an army before. Anyway, the list of figures:
3 Chaplains, 1 a bike, 1 with jump pack and 1 on foot.
1 Captain in power armour
1 Command Squad composing of Medic, Champion, Std Bearer, Vet. Sergeant and a Std Marine
3 10-man Tactical Squads
1 5-man Scout Squad
1 10-man Assault Squad (jump packs)
Is there anything I desperately need to add, or depending on wargear I take, is this enough to form a fairly balanced force?

You are very much sorted for a quick balanced force.
Looking over the codex I'd say you could field up to 1800points depending on the wargear of each squad.
What you have is a lot of infantry there, with no heavy support options. The lists you can make from this are quite mobile with no units to set up a dedicated firing line. This could be troublesome against orks/etc which rush forwards, but it's not the end of the world.
For 1500points, i would take the following list out of the models you have (although not knowing what you have on those tac squads is a problem!):
Chappy with jump pack
scouts (with teleport homer!)
two tactical squads with attached rhino
one tactical squad without rhino
rough total = 1465
Again, knowing exactly what each squad/unit has in weapons would help me to help you build a more accurate list =)
As for things you need to add, well its up to you. I prefer to rush out and kill things fast, so a couple more squads of assault marines, drop pods or land speeders are possible options. On the other side, a pair of predators, vindicator and a few devestator squads would help you set up a good firing line while you let the enemy come to you...
Would you be looking for ways in which to use these units on the table, or are you just looking for a competetive army list?

Both Dreadnoughts and Rhinos
Devastator Squad/Predator/Vindicator (~ £25) = 2000 points - depending on wargear choices.
If you have points left over use the techmarine and extra terminators as filler.
The sad thing is you can only take two HQ choices and you have five - that means there are around 300 points sat there unable to be used.
As rabbit said, we really need to know what is on your tactical marines. If all your sergeants have power fists thats almost 100 extra points.
Rabbits list is a nice 1500 points list, and you can bump it up to around 2000 with the addition of a heavy support (the only thing I'd say is required).
I can't say I've seen it all but I live for the things that keep me hollow.
Have't armed Tactical squads yet as they're still WIPs. The 2 lists sound good though, so thank you. Will be getting some Devastators at end of month. Thanks again guys.
