When a doctrine says # points for each unit, what exactly does that mean for say, a Infantry Platoon? Each squad?
when a doctrine says # of points for each unit that meens you add the cost of the doctrine to the total cost of each squad seperatly.
so if you have an Infantry platoon with 1 Junior officer squad and 2 10 man squads, you will have to pay the cost for Carapace armor for the junior officer squad, and for both 10 man squads. so you will have to pay X three times.
If you want to use something like hardend fighters on the same Infantry platoon you can apply it to only the junior officer squad or only a 10 man squad (but the other squads in the same infantry platoon are not affected)
hope this is clear enough (im bad at explaing rules) if this isint what you were really asking for, then just give us an example of the doctrine you need help with

I was looking for that, thanks. What I was hoping it was not. With so many Troops it can get expensive fast. Also, do you really HAVE to give the extra equipment to all who can have it like it says in the Imperial Guard Codex?

Yep. The only exception is, like it says, if it can be given to rough riders, you can choose to apply it to rough riders only. But if you want to give it to the regular infantry squads, then EVERYONE has to have it.

Ratling Snipers (even better in 5th edition)
My Armor Is Contempt.
