in 5th ed. are the blood angels able to take scouts as troops 'cos by the look of the codex they're elites ;S am i being silly?
No, GW is. BA Scouts are Elites because GW wanted to see how marine players would take it, nerfing Scouts without actually reducing their statline. It didn't go so well, so the new marines get downgraded Troop scouts while DA/BA get stuck with another elite choice in an already crowded slot.

Besides, as we have Assault Squads that count as normal troops and can capture objectives, it's just fair to have Scouts in the Elite section. Furthermore, in real life scout formations are small in numbers and elite formations as well.

that kinda sux but meh. it would have been nice if they just limited you to one scout choice in the troops like the old codex
BA should get their own 'dex, like the DA.

The free 'dex give BA a chance to survive! I've BA players suddenly have to buy the dex, they'll drop and go vanilla instead!
As for scouts being elites, I agree with a previous poster who mentioned the scout squad spam to get a massive death company for free in small games!
GW did not sit down with the intention of nerfing anyone; they wanted to add an assault element as one of the cornerstones of the codex, thus, assault marines as troops!
Other players would have met this with a lot of piss and moan if BA now had assault marines, tactical marines and scouts as troops choices! Logically something had to give.
I agree that the elites section of the codex is a bit crowded, but you do get to take the death company and tech marines without using force org slots, there is some flexibility.
I have to say that being able to move up to 18” to claim objectives in the final turns is something that I have been able to appreciate.

When it comes to the scout issue if they wanted to prevent the infamous Scouts/Death Company idea they already stopped Scouts from contributing anyways so moving them to elites seems unneccessary because of that.

Also, there is (was) a fluff reason.. But for some reason they removed it in the new PDF Codex..
In the last printed Codex, it was said that BA Scouts were an alternative Combat unit to Assault Squads, with equally experienced members. This was backed up in the Index Astartes article when the plastic Scouts were released, where Blood Angels, along with Space Wolves, had grizzled veteran pics of their scouts, as opposed to the fresh-faced youngsters in the other Chapter's Scouts.
Why they got rid of that piece of fluff I don't know, especially as it makes sense with the new, younger Scouts in vanilla SM.
