tactical squad, easy
Tac Squads can be suited to so many battlefield roles that there really isnt a comparison here.
The can hold and take objectives alot easier then Scouts too.
Im rather fond of the humble scout, as it can infiltrate, gets better cover saves, and can buy time for Tactical Squads. While the Tac squads mostly get the glory, for me, scouts do all the dirty work in setting them up.
yeah, scout squads may have their niche, but tac squads are the kings of warhammer flexibility.

I honestly prefer scouts. You can outflank with them, and for some unexplained reason they made them a lot better in close combat than a regular marine.
A scout with a close combat weapon has 3 attacks on the charge with strength 4 and initiative 4. They only have WS 3, but against opponents with WS 4 they'd be hitting on 4 even if their WS was the same as a normal marine's. 10 Scouts get 31 attacks on the charge, whereas a tactical squad only gets 21. Both can take a power weapon or power fist. The only real advantage the tactical marines have is that they have dedicated transports and free flamers.
Yes, the marines have better shooting, but honestly, if you want good shooting then you should be playing Tau. The appeal of marines is that they're a well balanced force, and the scouts compliment their other units a lot better than tactical marines do. If you want a 'shooty' marine unit, I'd rather take sternguard. Just take the Capt. Pedro whatisname and they count as scoring units too.
I really don't like the fact that tactical squads didn't get the option to exchange their bolter for a pistol and close combat weapon, like chaos marines can. Sure, they've got a pistol, but no close combat weapon. Is there a reason in the fluff for this?

Both. As a Raven Guard player who tries to stick as closely to fluff as possible, both have their roles and are always incorporated into my armies. I love the power armoured strike team that is a Tactical Squad in a drop pod; I also love the camo cloaked objective holder that is a sniper Scout Squad. Both are on equal footing when it comes to my playstyle and my army lists.
Scouts, though I only would take 1 or 2 and the rest tac squads. I think its pretty cool to get a 2+ cover save with the stealth universal rule and a techmarine, while providing support sniper fire. Telion is disgustingly accurate.
Tac squads might be better, but sniper scouts just look so interesting.
the Loyal space marine always is descriped as a guy who would get himself killed just
to get his equipment back, espacially their holy bolter as it is the most represented weapon in a space marine army, so it comes to this:
Loyal Marine: my precious bolter! i would never, never and never give you away! cause your a relic of a hero who died probably a few thousand years ago and you are his honoured memory and i'm proud because i may wield you!
Chaos Marine: i bet i can kill the servants of the false emperor much quicker by shredding them to pieces with my chainsword and it is more fun to! Blood for the blood god, BWAAARGH!!!
