The DH termies have access to lightning claws? Is it just one claw or two? And how is the best way to use them? For fun I modified one of my termies with a lightning claw on his right arm and an incinerator on his left. Thinking this would be nasty in a close combat situation (if it was legal). If this is legal what would it cost me as far as points? If that last question can be discussed (points total for this model). An under the legality question, where would he fit in best in a army off about 2000pts mixed with WH?

That sucks. So that means that only the BC can take it? Well I guess it is back to the drawing board. Maybe I'll convert him more to make him a BC in termy armour instead of a standard termy.
GK Termies can only take: NFW/Incinerator, NFW/Psycannon, Thunderhammer/Stormshield. GK Heroes and GKT squad leaders can take other wargear or weapons.
I don't see why you can't give a LC and Incinerator to a Brother-Captain, but why would you want to? You lose the FREE S bonus, power weapon, and storm bolter, in exchange for a weaker power weapon, and a shorter ranged gun.

Nono, the star means if a model is wearing terminator armor, they can only use the marked items. You're always free to buy other armors and give them weapons that match that specific armor. But that'd be a huge waste anyways - can you imagine a GM in power armor? Actually... if you have the points free to spend giving your BC/GM articifer armor+refractor field(or even better the icon) is a good thing. They then gain the use of True Grit (so +1 A) plus the ability to sweeping advance.
I always equip my IL with a pair of LC as they seem to be really effective for me. I mean they just wip things out
but don't use it on your BC or justicar or anything
I would consider putting a BC in power armor for a 'Flash type battle. Last time I played one I used a Justicar for the leader type. Before that I spent the points on a normal Inquisitor but the wargear limitations really don't make very effective either. All in all, downgrading a BC to power armor for a 'Flash battle might not be a bad idea...thoughts?
