i just started a new sm army based on the aobr set and i dont have a codex yet and i have no idea what chapters are. i could use some help with chapters do you have to take one or can you just be sm?
you kind of have to take one, and it's represented by whatever color scheme you choose to do with your marines; so you could make up your own chapter if you want, either way, you're still going by the codex army list for the most part.
if you're going off the aobr set, and the blue with gold trim, you'd be the 2nd company of the ultramarines chapter.
once you get the codex, there's a good colored section that'll explain everything and give you some ideas on what color schemes you might like to do for your army. along with a little fluff for each one... if you look up the space marine chapters in the lexicanum site, you can get a lot more compiled info on each individual chapter ever mentioned in fluff.
Chapters ARE the SM. They are the different factions so to speak within the SM. In the new codex, the chapter you choose doesn't affect you so much but it gives your army a theme, and the special characters for each chapter give your army different abilities that match the chapter.
The Raven Guard one for example make syour army more assault themed, the Salamander one makes flamer/melta weapons more accurate, ect. Can't say much more without breaking the rules.
Edit: I should add that some chapters (Blood Angels, Black Templar, Space Wolves, and Dark Angels) have their own Codex, and are almost completely different armies. The rest of the chapters all use the normal SM codex, each one with a slight difference.
The Blood Angels Codex can be downloaded for free as a PDF file from the Games Workshop website, so you can easily have a look at them and see if you like them.

<E!_Mance> covers all the major chapters in space marines, and gives you some insight into how you might want to play your army. It's a little out-dated right now since the release of the new codex, however it gives a pretty good overview for you.

i think i am going to go with blood angels. i like their speical rules and their codex is free. the one thing i dont understand is why is there a space marine codex? the blood angels codex dosent leave anything out. please explain.
Its a very different army. The "Normal" marine codex has the standard rules for space marines. They don't have Black Rage, or Death Company, or Baal Predators, or anything that is BA specific.
Likewise, Blood angels don't have some of the things that "normal" space marines have.
So going with the Blood angels will give you
Company Captain 115
Bolter and Powersword
Dreadnought 145 (Bit more expensive than normal!)
Multi Melta, Dreadnought CCW, StormBolter
Terminator Squad 230
Sergent w/ powersword
Tactical Squad 205 (lot more expensive than normal)
Sergeant w/ BP and CCW
Looking at that, wow Blood Angels are expensive! Back to the topic, to have a legal army you need another troops choice, so add another 5 man squad for 115 points, giving you 810 points, an odd number. lol. But you need to get another few basic marines to be legal...
