Are exarchs in eldar units considered psykers?
Some of them are able to purchase psychic powers others are not, none of them have "psyker" special rule however.
And what of the wraith guard and lord?
just kill them all and be done with it
but if you insist on being picky...
no. they do not have 'psyker' rule, so they are not psykers. just like an inquisitor is a psyker, but doesn't have to buy any powers (i think?)
The only eldar with the "psyker" rule are warlocks and farseers, although in the eldar fluff, it says that all eldar have psychic abilities. Wraithlords and guard are not psykers, though they are sometimes accompanied by warlocks to avoid the "wraithsight" rule.
The psychic powers you're thinking the eldar have are called exarch powers and are not psychic (by the rules) in nature. As Asaroth pointed out the only psychers are the farseers and warlocks.
