I want to start my imperial guard army but I dont want to start collecting then new models with the new codex come out so when is the new codex coming?
Rumors are still all over the place but March-April '09 is mentioned the most.
You could always start working on your basic Guardsmen and hold off on any fancy stuff until the new codex comes out. Squad and platoon composition may change but at least you'd have a head start on the bodies.
There is a topic that has all then new updates about the new imperial gaurd codex in the rumours and previews section, i am sure that has the release date.
Don't worry about the new update coming up, you will still be able to use the old models you bought from the current codex when the new codex comes out (as long as it follows the WYSIWYG rule)
I highly doubt GW will remove the plastic Cadian box from production and they will probably remain the most common Guard models, so you can at least paint a small army and get some playing experience before the new codex is released.
Look into the Sticky thread "how to purchase your guard army" it saves you a ton of money (i would of saved 140$ if i read this thread before starting my army)
"Thank him who puts me loath to this revenge on you who wrong me not for him who wrongd"
even with the new 'dex and new range coming out I seriously doubt that the troop composition will change... 1 command & 2+ squads....
its been that way for a looong time now.
and from what i underatand the squad and army build up are going to be basically unchanged - the biggest changes will be at stat lines and point cost
i reckon you can start building whenever you want and sort the rest out when the new book comes into it.
Start with basic troops and keep the special/heavy weapons to 1 side for now. At least that way you will have a good head start on the core of your army.
Currently play: 4000+ of Black Legion
wait theres new models coming out for Imperial Guard, i thought it was just a new Codex, or is it another race, or plastics, like plastic Mordians or Tallarn would be cool.
And don't be afraid you can always play with old models.
We who have seen war will never stop seeing it....In the silence of the night, we will always hear the screams....
As for holding out on the IG, that all depends. I would be willing to bet a gadzillion dollars that the current cadians will remain on (as others have said) as a standard guardsmen release when the new codex comes out, so if you want to make a cadian mini based army, then there's nothing really stopping you from doing so.
However, as others have also said, it might be best to not go gung ho into the crazy stuff. Rumours abound of plastic valkyries, maybe a new leman russ, and many other armoured vehicular options. There could be many new ways of collecting an IG army, so you might be best to stick to the basic grunts if you are worried.
My best advice, however: Just do what you think is cool! If you want to make something, don't let scary possible new things stop you from doing it. In all likelyhood, there will probably be a way to incorporate your entire army in the new codex anyway (and no one can say for sure when it's coming out). And in the meantime, you'll have a fun army to use!
I'd still be building my Skitarii right now if these Imperial Fists weren't taking so incredibly long!

Also, you should google "garfield minus garfield". Awesome.
I'd say start out small with a battleforce box. By the time your finished building and painting those, the new dex should be out. Besides, I don't think that basic infantry, heavy weapons and russes will ever go out of date or out of use.
Imperial Guard: 3000 pts
Chaos Daemons: 1000 pts
I would be looking around May '09 for the new Guard Codex
Personally I would love to see new plastic Imperial Guard in long coats.
I doubt it will happen
The battleforce box is a good buy and basic Cadians are also great. Otherwise feel free to convert your own regiment.
Either way GW will not be getting rid of Imperial Guard
