Yeah...are improved comms really worth the extra 20 points they cost?

If you have an important unit you *need* on the board yes.. Otherwise no, like i can see them being useful if your command HQ is in reserve and they're in a chimera.. That's about it
if you have an all deepstriking army, or know you're playing a senario where only troops start on board (going to be much more common in 4ed "escalation"), then improved comms high price would be worth it. but in your standard game, 20 points is better spent on 2 heavy bolters.
Depends. if reserves is used, then yes they are, however, if it isnt then its worthless. i would leave 20 points free in the army list, and when you figure out what scenario, you add either the comms or heavy bolters or whatever.
