I have not been able to find a place where a librarian would work better than any other Space Marine HQ. If you can tell me please inlightin me to their goodness.
Librarians are outstanding. The powers they can use are outstanding. Just look at the powers and apply them to various situations you will face in a game. As with all HQ choices you should pick them for a reason and make sure they do it.
Might be handy vs a Broodlord with Quickening. May be good wirth some assault termies against chaos terminators with null zone.
Why are the other hqs so much better, i didnt really see much of a difference between Librarian and other Hqs for what they cost. So I went with Librarian because he also had psychic powers.

Ill have to go back to the drawing board for a reason why one side is always shrouded in darkness..
Maybe the planet doesnt spin and doesnt rotate the sun, that way half is always dark the other always night, would that work??

Librarians rock, despite there slight nerf and new toys. In 4th edition I used him all the time and single handedly destroyed about 1k points of tau in one game with a librian and killed 2 Carnifexes and 1 Zoanthrope in one game. They can turn the tide of a battle with a quick cheap shot with a force weapon.

They certainly aren't useless! They just aren't as robust as they once were.
On the one hand, they've suffered a minor skill and stat nerf, and they only have the Storm Shield option for an invulnerable save. No more I6, 5/6 attack killing machines crashing through whole units on their own.
But on the other hand, they've still got pretty good stats, still have the Force Weapon, they're still IC's, and their new powers are totally badass! Name me a unit that isn't going to be in trouble after getting hit with an AP2 mental flamer!
They're now best suited to acting as sort of a "super sergeant", adding a hefty kick to whatever unit they're in without making said unit into little more than a delivery system for a one man monster.
Im planning on using 1 in a biker command squad for the 5+ invunerable save.
They are weaker than in the last codex but exhibit some better powers such as quicking and a better than before vortex or doom. I don't use them anyway I am a sisters player.
Force Weapons can be annoying to NON SISTER players. (They lose effect) But yes I agree in specific ways they can eb a formidable foe to any force. I used to collect marines and my leader was one but know with their stat decrease I would never use them solely again. (thats if I ever got marines again. Unlikey. Sisters any day.)
Also I agree now they are better as being used as a squad adaptation not a sole fighter in their own right.
