Ive been having a little trouble with my techmarine lately. usually i keep him next to my vehicles to repair them seeing that i have a full servo harness and 4 servitors (2 have heavy bolters). when enemy's come up to charge it in cc i usually charge them the do ok with the power weapon and servo arms depending on what there up against. the heavy bolters dish out some fire but they usually get shot down very easy and wiped in in cc by faster units.
Learn to accept it, Techmarines and Servitors aren't made to hold up to any determined focusing. They are basically there to beef up cover saves and repair.
The problem is that you're expecting too much from the unit. While it's true that they have access to a variety of ranged and close combat weapons, they're really only intended to fill a support role (specifically, repairing vehicles and boosting cover saves).
I see the additional weapons like this:
Ranged - Hopefully your vehicles won't need repairing every turn, so in the meantime, these let the unit be somewhat useful.
Close combat - In the event you get locked in assault, these let you fight back decently until another squad can help free them.

I haven't used techies in normal games (just the apoc) but consider using two tanks to make a wall for them...
