I just finished converting a bike model to a captain to attach to my newly formed bike command squad. Eager to try that out. Question though, does the FNP rule also apply to the captain while attached? I've never really played with a squad that has a special member giving an ability to his team.

Yes, that will be one sweet target for your enemy - hag the cover as long as possible! I am building a large bike-oriented addition to my new SM army, but did not like the pts total for a squad like that - maybe later for larger games

Yeah I plan to have the squad decked out in some nice stuff. I would probably only field this at the 2-3k mark as its pricey. I have everything I need to keep them protected short of something ridiculously orky happening. Turbo boosting and vehicles will keep em obscured plenty. I tend to play a mechanised force most of the time.
Captain in Artificier - Relic Blade
3-4 Storm Shields - Basically to soak any damage that would outright kill them. A lot of wounds will be allocated the captain first since he can take just about anything.
Thunderhammer - Melta Gun - Plasma Gun - Champion
Would probably spec more AT or CC as needed by the rest of my unit choices.
Expensive as hell but serious killy potential. One a good day this unit will be extremely tough to kill. To me this is a purely for fun choice to play once in a while. More often that not I'm fairly conservative with points to maximize the number of units on the field.
If anything I'm just happy to have a captain on a bike now since the mounted assault rule. I play Blood Angels but have adapted to use the new marine codex. My selections are very much in spirit of the chapter and I tend to run out of fast attack choices quickly.
How about command squad on bike with standard and champion
All with thunder hammer, plasma pistol, melta bombs and storm shield
Cost:560 points lol
Here is how you should run your Command Squad on Bikes. Its a hell to get rid of. It kills way more then its points too.
