I mean if they can still use Space Wolves, catachans should be allowed too, right?
why wouldn't Catachans be a legal Army?
They might have to be played like normal Imperial Gaurd and lose the special rules. But i'm not really sure what your asking.

Because it seems like GW abandoned them and don't even have a FAQ available for them.
"Legal" is a very sketchy subject.
In friendly games, which is what GW considers their core business, any Codex that hasn't been replaced is considered legal.
However, many folks think of the Grand Tournament list of valid armies as the gospel on what is "legal". Sadly, those folks also miss out on Forgeworld stuff.

I've been addicted to World of Tanks lately and neglecting my IG... But it is so... much... fun!
They used to have the Catachan Codex downloadable on the GW site, with the only change for the new Codex being that normal IG armies can't include Deathworld Veterans units anymore, have to use Jungle Fighters doctrine instead.
And that Oz is from an outdated website for an outdated Supplement based on an outdated Codex: Chaos Space Marines...
