It's a question I've had for quite a bit now.. are Kasrkin and Stormtroopers one in the same? If not, what are they? >.>
There used to be other models for stormtroopers, but then came the Eye of Terror campaign with special rules for fielding a cadian army. The cadian force in the EoT codex had kasrkin rules and new kasrkin models. The older stormtrooper models have since been discontinued leaving us with the current Kasrkin models for stormtroopers!
Imo this is a good thing, the Kasrkin models are really nice and the older stormtrooper models where getting old.
Got a "good" rumour from a GW staffer? Forget about it, LO'ers know more than any random GW shop staffer.

I do love the Kaskarin models, but I think the old Stormtrooper minatures were really nice looking also. You can still pick them up on the GW site (GW: Imperial Guard)
But yes, in game terms they are one and the same...

split the sgnts (sgnt does not have hellgun, he must have h.pist & ccw) and pair of plasma/melta into two squads, with 2-3 troops (as you like/prefer)
Your spares can be used for Inquisitorial henchmen (a good use for the flamer)
Being metal this is expensive though
but not as expensive as buying "classics" for the old range e.g. the sgnt is approx £ 6 each (wow) - that was before the metal increase.
If you ebay look at the weapons, and ensure there's a sgnt. (if ebaying kaskarin check the backpacks are there, there's no bits anymore)

Going from the fluff, Stormtroopers are elite troops trained by the Schola Progenium. This is the same school that trains Commissars, in fact many commissars are former storm troopers. This also means that Storm Troopers are actually not from the same planet (usually) that the regiment they could be fighting along side is from, which explains the animosity normal guardsmen feel towards the "Glory Boys" or "Toy Soldiers".
In contrast, Kasrkin's are trained on and are from Caidia, "home grown" so to speak This is due to the fact that Cadia is just so bad ass!
Of course, I am sure there are other worlds that train their own storm troopers.
