but vulcan makes all flamers/meltas twin linked doesn't he?
I think it might be yes, unless it's just infantry.

Vulcan makes all flammers and heavy flammers TW. Not the hellstorm cannons on the redemer.
If you wanna play Rules As Intended/Intepreted (RAI), then you can make an argument the the flamestorm cannon is a "flamer-type weapon". It's got "flames" and is a temp weapon. As long as your opponent doesn't say no (remember, in 40k it's all about permissions, esp. regarding any gray areas in the rules), it doesn't really matter in a friendly game even though you would have a slight advantage.
However, with the Rules As Written (RAW), it specifically says "all flamers, heavy flamers, meltaguns and multimeltas...(p.93)" and NOT "all flamer-type weapons, meltaguns,...". It does not include the flamestorm cannon. In "official" GW games or tournaments, they would disallow it to be twin-linked as they usually play RAW.
Common sense normally says one thing, but the reality is that the rules don't always follow common sense. The main thing is, if you're playing a friendly game, talk to your opponent first and both come up with an agreement beforehand. Much as I would love to mount Vulkan and a bunch of TH/SS assault termies in a LR Redeemer w/Multi-melta, I can't get all my candy and eat them too.
If the fact that Vulkan's rule specifies only (multi)meltas, flamers, and heavy flamers really bothers you that much, just consider it the down side to the fact that his ability extends to units without combat tactics.
