I always thought that the Techmarine with a servo arm holding rockets that comes with the model was a dead giveaway
EDIT: Having looked in the 'dex again it seems he's loading shells, which makes sense considering it's artillery. So the answer is neither

Take a look at the Bolter for a moment, and analyze the "bullets" that it fires.
They are self-propelled (thus, rockets), rifle-fired (thus, bullets) high-yield explosives packed into a dense metallic casing (thus, shells).
Essentially, the Thunderfire is a massive, 4-barreled Bolter.
They really shoot rounds. Basically, they're programmed to the type of shot you're taking. Programmable bullets are already used in todays armed forces.
They're just really really big rounds.
