Cluster mines are set off when a unit moves into the selected building and are resolved at the end of the movement phase. I think units that infiltrating into mined buildings should get hit too but I can imagine opponents saying they didn't move so they are safe. Anyone have any insight into this?
IMO, those mines are placed before anything happens on the board, so infiltrating/scouting units that pass through that sectino of terrain with the mines in it will be hit by them...
the "those men didnt move" reason shouldnt work, after all, they didnt just 'appear' out of thin air, did they? And even if they did, they would still trigger a mine....
...if they are not triggered by infiltrating, then obviously they would not "go away" but wait for the next unit to move in, so at least I think you can keep them on the table... Still, they are placed on the table at the start of the game, after terrain is placed, so before deployment... IMHO infiltrators should trigger them...
If anyone has the gall to try and tell me that infiltrators don't get hit by the mines...... i can't even image anyone that stupid! i mean i can but they don't play warhammer!

The rules clearly say when a unit moves into the terrain. Who is to say the enemy scouts were not already in the building when your scouts set up the mines and were not detected?
Or that they had sufficient time to go around the mines before the battle commenced?
There are as many fluff reasons for as for against, and the rules sit quite clearly on the infiltrators do not set off mines side of the fence.
