Well, I've heard some people talking about using conscripts in the role of 50 of them to hold an objective or mass melee, but my question is how effective are they really? Don't they all just die to templates? Also, if you take them at all, why? And do you ever take them in groups of less than the maximum allowed? Do you give them special weapons? And what do you use to designate them in your armies?
Just looking for some ideas, I know that's alot of questions there
Many generals liked the squad of 50 with a Commissar to make them fearless. The idea was that they are a CC unit that couldn't lose because of sheer numbers. The unit is falling by the wayside, partly because the additional casualties from the new Fearless rule are too many wounds to absorb, but mainly because the Commissar (being an independent character in this setup) must be moved into CC first before the rest of the unit, making him dangerously vulnerable.
I would bring a smaller squad of conscripts to give my tanks a running screen but, with the new Codex coming up, I expect conscripts will be dropped. If they really are making standard Guardmen cheaper then having a 'conscript' version would be redundant.

While Intrepids response basically covers everything, i've got to add that the unit would be eaten up by pie plates especially if they were holding an objective.
on the issue of dropping them in the new release, if they made them basically cannon fodder for 2 pts a model it would'nt be too redundant. No special wepons, 6+ save and BS 2 would be sufficent for the points drop, hey someone would probably take em

Then they'd be even cheaper than grots, with a better weapon and armor.
unfortunately Grots have a BS 3 so they at least hit more often. But at least if they are pie plating they are taking out low point cost units, and guard have plenty of those. The majority of your army is generally infantry so i would rather they drop the conscripts rather then my more costly units. Although then you know to get your scouts in there or Drop troops to take out there artillery.
Always liked the idea of using the old Necrumnda minatures as a group of conscripts.
Note this has stayed an 'idea' due to the sheer cost of getting the models.
