I had an idea to do an all Drop Pod army once, myself. On paper it looks good, especially if you're taking four or more Tactical Squads backed up by Dreadnoughts.
I run 2 forces, one is an all Drop Pod army, the other is a half Drop army. They are fun to play, and very to try to win with.
Now, if you're starting one, the magic number to a 1,500- 2,000 point game is 9 Pods. 4 Tactical Squads and 5 of whatever you want. 7 works well for small point games, with 3 tactical squads. I've found that 2 Command Squads with Meltaguns, each with a Captain, and 2 Sternguard Squads with Heavy Flamers are really good to drop in 1st turn, as they can really hit hard. These clear out zones for your Tactical Squads to drop into, where they can hold objectives and give long range fire power as you Elites advance.
All in all, fun to play, fun to paint up, and I hope you start one!
It can probably be done well. In my experience, I like to bolster my pod units with some good shootiness already on the table. A 10 man dev squad or a couple of long-range dreadnoughts or maybe all three!
Librarians are good HQ's. Put them with a 10-man squad and either use one of their great shooting attacks, or use Null Zone to mess up your opponent's invulnerable saves (like against thousand-sons, daemons and daemon princes etc).
At least now some good models for drop pods are available and a decent price (for GW!) so it will be easier to model an all drop pod force.
Once a Marine, always a Marine.
I've made it work well. I do a Sternguard Squad, Dreadnought, 3 Tacticals, then a Captain in Terminator armor, and fill the rest of the points out with a terminator squad. I give all the pods locater beacons so that the 2nd half of the force, and the terminators don't have to risk the scatters.
I haven't fought any army yet that I couldn't beat with it.

I guess this is sorta on topic, but would Kantor make good Drop pod hq? I like Sternguard a lot from a fluff perspective, so if I do start an SM army I definitely want to add at least one squad in, hence considering Kantor.
