What is the best fast attack selection for an army that is mostly shooty?
I'd say either Land Speeders, or Attack Bikes.

You can't go wrong with a squadron of 3 standard attack bikes. That's a lot of very mobile anti-infantry firepower with quite decent survivability for only 120 points. You can also upgrade them with the multi-meltas if you feel your army list lacking in the anti-armor department. For a shooty army, that should definitely be your choice!

I like the new land speeders. Fly them together but make them separate squads. Arm one with an assault cannon and the other a missile launcher.
Bikes would be my second choice. In fact I am playing around with the thought of putting my HQ unit on the bikes. I dont have enough bikes right now to do that.
I too would have to say bikes. Assault squads came close though. For bikes, the speed and their versatility. They can be anti heavy infantry or anti tank, depends what they are equipped with. Just have to look out for and stray plasma and krak missiles.
I'm loving my cheapy Vanguard Squad, with 2 Power Weapons and Relic Blade. Just over 200 points for the ability to assault after Deep Strike is too great to pass up. Plus I really love the models.
I'm adding Scout bike squad ( With location beacon and Powerfist ) to my list. In conjunction with drop pods , Gates of infinity and a specialist unit (Terminator in my case) you can deliver a precise blow to your opponent , at any point during the game , without sacrificing firepower and deployment.
Scout bike have great synergies with other units and special rules in the book ; The infiltrate rules means you'll deploy where it can be most effective , the scout move mean you can react to any "Seize initiative" with optimum effectiveness, the turbo boost and standard 12" bike move means you'll increase its chance of survival and charge, the bike's twin linked Bolter and Blast component of the Astarte grenade launchers compensates for the "low" ballistic skill of the scout, Its a great unit to go tank hunting with a power fist , with a toughness 5 you can stall potentially lethal shooty units your opponent may have, they're relatively cheap ... and the lists goes on and on.

I'm planning to get some scout bikes at one point. A squad of 3 with a power fist sarg can really lay down the hurt. In a game I played a week ago (750 points) he killed a dread, an emperrs cahmpion, 2 sword bretheren termies with furious charge, and an initite with a power weapon.
Just imagine what he'd be able to do if he had the bonus speed of say a bike, and going down from 100 points for 5 scouts cc setup sarg with a power fist, to 95pts 3 scoutt bikes sarg power fist isn't too bad. My opponents will have to steer clear of the board edgesif they want any chance at all.

bike squads just get shot to pieces, unless you have an army of them
Id go for deep striking vanguards or assault squad paired with a squad of termies and youre ripping up everything on the table
the assault squad can perform a sweeping advance (that is what its called right?) while termies cannot. This pairing makes a very effective hammer and anvil tactic
id say bikers being scout or not. vanguard vet dont go along with the whole shooty army concept. if you dont like bike go with landspeeders
