Well, I am been thinking a lot about the rumors on "Orders" for the new codex.
The word is that IG will be able to issue orders to units, it will require a Leadership test and most likely something else. I suspect you will need to either be in range of an Officer or be in vox communication with an officer. Also, the rumor is that you will be able to reroll the test if the squad has a Vox.
The three rumored "orders" are.
1. +1 to cover save.
2. +1 to penetrate AV
3. Extra Lasgun shot.
That is all that has been said, but I have been mulling it over in my brain pan, and have come up with some personal clarifications. Now these are completely products of my own thoughts and have nothing to do with any rumor or word from GW.
Personally, i think the limitations on "orders" will be that the squad must be in range/vox of an officer, only 1 order can be issued per officer (so if you have 3 officers, you can issue 3 orders. hopefully not, but it would not surprise me).
"+1 cover save".
Personally, i do not see this stacking with "Go To Ground". Instead, I see it has simply allowing IG to get the cover save from GtG and still being able to shoot (and move next turn). Regardless this will be a very valuable ability. Giving key units, 3+ coversaves and still being able to shoot, will make a platoon of IG on an objective, much harder to remove. Basically, this rule will reflect guardsmen "digging in", very cool.
"+1 against AV".
Str10 lascannons, Str9 missile launchers, Str8 autocannons, ect ect. Very nice This has the ability to make IG HWs good at taking out armor again! As it is right now, our best way of taking out armor is by far meltaguns. Lascannons are a joke at AV14. With this change, being able to glance on a 4+ will make lascannons much stronger. In addition, the rumored 10pt Missile Launcher will become much more adapt at armor.
This rule however, also has some interesting side notes. A unit of 10 guardsmen assaulting a vehicle will possibly be able to make 21 Str4 attacks on the charge, giving us the ability to seriously threaten armor in assault. In addition, it is also strongly rumored that ALL IG will be given FREE FRAG grenades. This could then potentially mean 10 Str5 melee attacks against vehicles. Regardless, it looks like guardsmen will finally be able to take out a Sentinel in CC (and possibly a Killer Kan).
"extra lasgun shot"
This is by far the order with the most interpretations. There are 3 different ways to read it.
1) Shoot twice at 24" or 3 at 12" (1 extra shot)
2) Shoot twice at 24" or 4! at 12" (literally firing twice)
3) Shoot twice at 24" (not change to rapid fire, basically letting us rapid fire 24").
Personally I think letting a 4pt guardsmen fire 4 times at 12" would be completely broken. It would make a guardsmen do the same rapidfire damage as a Marine. Shooting 3 times at rapid fire would be nice, hopefully this is the change. However, my personal opinion is that it will simply allow us to "rapid fire" 24", basically giving us the option to turn the lasgun into a Heavy2 Str3 24" gun.
Regardless, it is a very nice boost Even at Heavy2 24", it will make a guardsman and a marine have the SAME chance of killing a MEQ (both will be 1/9). And considering the guardsmen is 1/4 the points, this is very nice indeed!
It is also said the "Platoon Drill" (letting platoons shoot through each other w/out granting cover saves) will be a constant effect that does not require an order.
Well, just wanted to share some thoughts with everyone.
I have to say of the three, the +1 vs AV is the most appealing. Though I have to doubt all of these. It just seems to much like wishlisting for GW to dish out concrete stat buffs like this. Just seems like it's going a bit overboard for 4pt guard. Still, nice to think about.
I am not doubting that the orders will exist, it just seems like a bit of a pipe dream to have them hand out things this basic and useful. Given my limited knowledge of other codexes and looking back at the old doctrines I would think that GW would give less useful, more situational buffs. I would have thougt a bonus like close order drill would make it as an order. It's useful but has drawbacks (templates anyone?).
The orders you listed just seem too useful to pass up. Some of these nearly rival the SOB acts of faith. The act of faith are balances by faith points, you can't spam spirit of the martyr. The orders could be this great but with a suitably restricting system as faith points. If they're this good it had better be more than a leadership test. Maybe you can only give one a turn or something.
Still, I'm am looking forward to the codex.
One officer, one targeted squad (with vox) = one order.
So you could have three squads on special orders at any one time. Perhaps...

That is what I was thinking. The vox will allow a reroll of the leadership test. I think it will be every turn, 1 officer will give an order to 1 squad within range (or that has a vox).
My pet theory is that in an Infantry Platoon, only the command squad+Officer will give KillPoints. Basically, you may want to minimize officers/command squads, in order to minimize KP. But I also think GW is really trying to make the officers/command structure of IG very important, so that there is motivation to have officers.
Hell what if Commissars can issue orders as well, and their squads automatically pass the Ld test?
Looking at that photo of the Commies with the half blurb about giving Orders, I believe they will be able to as well. And after looking over the leaked reference sheet again, the Commissar Lord is looking like an awesome character. I'm starting to think I may do a Master of the FLeet and Commissar Lord combo for my HQ choices..
If you win games against Nids with flamers (aside from the Inferno Cannon on a Hellhound), you're playing against opponents with stupidity of impressive magnitude.
I heard that the Commissar Lord will allow you to take more than 5 commissars (10 iirc). Considering that rumor has it that commissars are getting a big point drop, and that they might be able to give orders... commissars may become a very common sight in IG armies Which they should be imo.
