a) Do we think that when the new IG codex comes out with AP3 Hellguns, our IST Hellguns will get the upgrade aswell? I know it is not likely and we will probably be stuck with what we have, but I guess it is possible.
b) If I want to use Adeptus Arbites instead of ISTs, will Space Marine Scouts with shotguns make a good model substitute or will people complain? They have the right weapon and armour save for the job, so why not?
It is pretty much confirmed that Hellguns are gonna be 18" S3 AP3 rapidfire.
Judging by how the Blood Angels and Dark Angels didn't get the new Marine goodies, I'd say no, we won't get the upgrades.
Scouts as Storm Troopers... With a little conversion (different heads, maybe), I'd say heck yeah. Sounds like a cool idea that I may steal.

If you are playing WH, you are using WH Dex, no exceptions, and go by rules and wording in your own Codex. Unless your own Codex asks you to look up the rules in another publication (example - Space Wolves).
So we are stuck with what our ISTs look like now, for good or bad...
I would say that in friendly games, if you and your opponent agree, then feel free to use the new rules for hellguns. The only time the rules lawyers need to get involved is in the tournaments, and then the decision needs to be made prior to playing the first game, and remain constant. Usually the organizer makes the rules issue clear, and the usual (but by no means universally accepted) statement is that the codex supercedes all other rules and/or stats unless clearly stated elsewhere (FAQ's, BRB, etc.).
What I would say to you is do not feel overly "hemmed-in" by an outdated codex. In friendly games, the rules are subject to interpretation, so long as you and your opponent agree beforehand.

Honestly, in this situation, It should just be what is in your codex is what you get, even in friendly games. Since that just opens doors for more types of interpretations, its just so easy to follow our rules, unless you dont want things like Hit and Run to work the way they do in our book, or extra armor to be more than 5 points, etc...
You'll get people who complain about everything and anything; I've had people try to tell me I can't use my Forgeworld Grey Knights Dreadnought because it's not a GW model, despite the fact that people use far more outlandish creations at GTs and official events. It's a load of old tosh, but people have whined in the past. It's one of those things that really shouldn't be a problem but consistently is. Worst comes to worst, if you're really worried about people moaning that you've used Scouts to represent Arbites, green-stuff some helmets onto them and paint them in a police-style colour scheme.b) If I want to use Adeptus Arbites instead of ISTs, will Space Marine Scouts with shotguns make a good model substitute or will people complain?
