AP3 Hellguns, Leman Russ Squadrons, Sgt 10 AP 1 blasts with a 3+D3 radius. These are just a few examples of what I’ve seen in the new codex in the form of rumors, rough PDFs and an actual flick through of the new book. (no questions about the codex please)
Now I’m a guard player (sort of) and I’m looking forward to seeing my GROT REBELLION get an update but I’ve seen at least 3 people disgusted by the new guard rules who actually considering refusing to play against them.
At first you think they’re just being stubborn but I can’t help but agree with them some of the stuff in the new guard codex is sick, and I feel that power gamers will give guard armies a bad name by creating lists to rival Ork Battlewagon and even the old Iron Warrior lists.
So I’d like to know what your thoughts are on the matter based on what you’ve heard on the new guard codex, do you feel it’s overpowered?

No I do not. The examples that you listed do have their weaknesses, hellguns are still lasgun strength, Leman Russes in squadrons will be destroyed if they're immobilized (making it possible to kill one on a glance), and there's always the chance of an underwhelming D3 roll.
But there are some units and combos that do feel stupidly powerful, but I believe that this is just the new trend that GW is taking. Look at the Ork codex, and the space marine codex. Having Snikrot pop up wherever you want him to has swayed nearly every ork game I've seen/played, and the idea of having a model that gives your whole army fleet (Shrike) is ridiculous.
But I really don't care how powerful the new IG codex is, it wont change my playstyle in the least. I don't write lists that rely on cheesy combos or look for as much ordonance as possible, I just want to have a good time.
I couldn't think of anything funny, smart, or witty to say, so I said this.
Originally it may have seemed overpowered with all the new stuff, but now that rumors are coming about the points costs (can see over at warseer). Units like stormtroopers and ogryns are improved, but are supposedly getting a big price hike as well.
AP 3 hellguns aren't amazing, they are still only S 3 and 18 inch range.
If it is a true tank squadron, you have to follow the squadron rules (like immobilized = destroyed), and would have to fire at the same target, in which 3 tanks is probably overkill.
The deathstrike missile (which i believe is S 10, AP 1 3+D3 blast) is supposed to be 1 shot only, has a minimum range, and other restrictions (was reported it can only fire on a roll of a 6, and not on first turn).
It does seem the new codex is an improvement over the old one (although I am by no means an expert on it), but I don't think you can say it's overpowered without knowing the whole story, like points cost, restrictions, etc.
Well, guardsmen are still weak, and spamming guardsmen is more possible than ever, although the tanks are higher in points cost, and I thought the missile that's strength 10 ap1 is a one shot wonder. They can put out alot, but probably can't take much. People thought the new marine dex was going to be overpowered, but they're not, they're just more versatile than ever before.
Players who don't field Imperial Guard are just whining because now the Imperial Guard are actually competitive; god forbid another army actually challenges my army, that's not the way it's supposed, my army is supposed to be the best and I'm supposed to be the undisputed winner of every game I play.

Guard won't be overpowered, if you don't beleive me remember this one simple fact.GW will never make an army that the Space Marines have no chance of beating.Our officers, and tanks are going up in points, guard are still walking around in cardboard, doctrine like options will go up in points, orders won't be the perfect fix for everything, kill points, tank squads...

1. IG is getting a KP fix (officers no longer IC, squads merging), this will go a long way in making IG a more competitive army (that is to say, KP missions will no longer be auto loss).
2. IG troops are getting a big boost. Cheaper men, power boosting orders, access to stubborn giving commissars, some cheaper guns (aside from plasma, which increased in price).
3. Chimeras are getting a sizable point deduction, of course they were horribly overprice and will now be only somewhat overpriced lol. But C'est la vie.
4. We have access to fast skimmers, very nice.
1. Stormies are 16 points a pop. Same as a marine, only they are not T4, do not have 3+ saves, do not have ATSKNF, suck in CC, ect ect. yes they have ap3 guns, but their use is very limited to killing MEQ (and S3 still is not that hot). Would you want to throw Stormies at Orks, other Guard, ect? No, they are for killing MEQ only and are imo a point sink.
2. Ogryns, 40 points, each... even with T5/stubborn, I would rather have a platoon of infantry than a single squad of Ogryns. Much more tactically flexible.
3. Tanks, all tanks (except chimeras and sentinels) got more expensive. Many of those "OMG overpowered" tanks are very expensive (almost as much as a Land Raide!!!). Hellhounds and their variants are all overpriced imo.
4. We lost access to free deepstrike, we lost the ability to deepstrike 5man vet squads with 3 meltaguns
Overall, IG is getting better, but it is not a huge power boost (much like the SM codex).
I find the thing people forget when new codexes are being relewased is this. Rumours tend to ONLY show the GOOD parts.
We are only being told what in each of these units is GOOD, and not what is sub-par or downright terrible.

Im not a guard player but i play agenst them a lot and i really dont think i will be overpowered. It might have its uber unit like nob bikerz and shrike attached to 10 termies with SH/TH that have the poissibilty of assaulting frist turn oh well. All i have to say its about the waiting game ATM for the rest of the Dex's that should be coming out like Crons, SW's,and DE ect. The rest of the armies will have to up there tactics thats all.
No it's not overpowered, IG finally gets their day in the sun and now since the new dex is apparently loaded with MEQ busters the majority of the 40k population (which around my area consists of a load of SM players) are screaming bloody murder.
If anything IG finally get the flexibility they deserve, IG can now mechanize with an acceptable points burden, with the recost of infantry I've guesstimated that I can mechanize my two platoons with the only compromise being the removal of a sentinel squadron from my list. Or if I don't mechanize I can squeeze another LRBT in and do some retooling of my HQ and maybe add some Commissars into the fix.
More tank options are good, more varied firepower for more situations, I'm especially liking the supposed no cover cannon setup (nova cannon?) so I can finally reach out and smack dug in forces without giving them the benefit of a cover save. I can finally run my Vanquisher and whatever else I fancy like a Punisher or Plasma tank.
The return of the Griffon is delightful, all range cheap medium ordinance raining out of the sky is always a benefit, plus the new options are a bit interesting, I'll have to take some time to figure out what I think works best for all general situations.
Heavy Support Sentinels sound like potential awesomeness.
