I have a question regarding scouts as far as ones troop choice. Currently I have 2x 5 man Scout Sniper Squads with one model wielding a ML in each of the two squads. I have another 5 man Scout Squad with bolters and one model with heavy bolter. My question is, would those 15 models, even though they are in 3 different 5 man squads, count as a troop selection? I would combine the 2 Sniper Squads to make a 10 man squad, but then I would be losing one of my ML's. Also, how is a sergeant in a scout squad determined? Do I simply choose one of the models, say one with a sniper rifle, and call him my sergeant? Thanks for the help.
PS I have the 5th edition SM Codex but I could not find the answer I was looking for.
Every unit of Scouts you take counts as a Troop choice. If you have a heavy weapon in each of your 5-man squads, and you have three of such squads, then that is three Troop choices. Every Scout squad has a maximum of 10 Scouts allowed with one heavy weapon per squad, so there's no way to 'combine' your 15 Scouts into a single Troops choice.
Regarding your Sergeant, if he doesn't have variant weaponry (such as a powerfist or combi-weapon or somesuch) that differentiates him from the rest of the squad, you should probably paint him up slightly differently so you can easily tell which model is the Sergeant. As the Sergeant has a different statline than your ordinary Scouts, this is a very important distinction to make.

Any model may replace their boltgun with a sniper rifle for free. That includes the SGT.
Any because I give this advice all the time, I just have to suggest you put the HB in the same squad as your sniper rifles. Their ranges match up perfectly, and what could be cooler than using the sniper rifles to pin a unit, then ripping them up with the HB?
My SGT has a sniper rifle, and I gave him the handheld spotting scope, found on one of the sprues in the sniper box. It suggests he's looking for targets, or directing fire.

"Any model may replace his boltgun with..." seems rather clear to me. Phrases such as "any model" and "the squad" (camo cloaks option) literally mean what they say, so of course the sergeant may take these items, whereas "one Scout" (heavy bolter/missile launcher option) obviously doesn't include the sergeant, who is a "Scout Sergeant" and not a Scout. The sergeant just also gets additional options that are not available to the rest of the squad.
