Well i'm going to fill up all the troop choices with scouts 2 h2h units and 4 fire support units and then I will have 9 melta speeders for anti-tank and this army will be for the new edition since ap 1 will always penatrate. Just wondering what you guys think about it!
What will you be using for HQ, Elites, and Heavy Support?

Well for the HQ i was planning on taking a deathwatch kill team since to me it would seem right to have that to be the leader of the scout regiment as for elites and heavies i dont know yet
you'd better stay the hell away from an amy that is going to field large numbers of HB and AC as those will ruin your day and your army
true. as much as I'm addicted to scouts in 2nd edition games, the high number of AP 4 weapons in 3rd spell death for the scouts. I've gotten mine smashed where marines would've survived just by virtue of that - heavy flamer and tau railgun flechette rds and so forth.
Also, the 9 melta speeders is just silly - no one has so much armor that 9 are justified. Even 3 would be overkill but I can see where they'd have their uses. What you should do is put in a HB squad, and perhaps a Tornado with HB/AC combo or a Typhoon.
I like speeders too, and currently typically use two Tornados with HB/AC combos, though I will use MMs too. I keep the LSes all in separate squads so that high-str dev squads and the like can't take multiples down easily. I have been playing with the idea of a speeder-backed army, just as you, though not for 9, in the following formation:
LS squad 1: 2 HB
LS squad 2: 2 MM
Typhoon or Tornado (HB/AC)
I never held much respect for the Typhoon until my Daemonhunter friend let me borrow it for use against the Orks. It struck with invulnerability for the entire game just by virtue of the 48" range. It also seems to be one of those units that would be a priority if it was close in, but since it's not it gets overlooked, because it's eclipsed by more immediate threats. Hence it doesn't get shot at often.
If you want a scout oriented army, would it not be more fluffy to use scout bike squadrons instead of speeders? With the h2h cpability of scouts, a whirlwind might prove useful for heavy support, but then, many tanks would.

Well i guess scout bikes would be better fluuff wise but I really like speeders so I guess i'm gonna use them
