I was just considering more Salamander fluff and recall seeing that the Salamanders are staunch defenders of man and very reliable allies. Is it possible to add any Imperial Guard units to a Salamander army?
If not, will the new IG Codex change this?
Outside of apcalypse no. Unless you are counting inquisitorial stromtroopers, sisters of battle, grey knights, and other inquisition stuff.

So besides my fluff inquiry, is it even worth it to have allies in a Salamanders list (i.e. STs, SoB and GKs)? Are you giving up too much? The Storm Troopers do seem like a nice option though. Their BS is better than Scouts and they are a bit cheaper.
Inquisitorial Storm Troopers (the hip inquisition players call them "ISTs") are interesting, and I guess you could say they are better than scouts in some ways, but if you're planning to eventually build a WH or DH army, ISTs are a poor foundation. They are nothing more than cannon fodder to those armies, really. Pity, since they're cool models, and very fluffy.
As allies, I gotta say, there are much more interesting choices out there. Seraphim and Grey Knight Terminators leap to mind, for starters. Much more expensive pointswise, but I say if you're going to bring allies in, don't screw around. Get the good stuff Seraphim can be tooled up to be a nice high-speed tank hunting unit, or as a high-speed anti-infantry squad, too. Grey Knight Termies can teleport in and wreak some serious havoc behind the lines.
Really, it depends on how your army is set up right now. Bring the allies in to take care of what your army can't, be it anti-tank (seraphim), anti-horde (Grey Knights, maybe Seraphim), or specialized anti-infantry/character hunting (Grey Knight Terminators).
What's the rest of your army look like?
Hmmm, some very interesting points. Seraphins sound fun and I've always love Grey Knight terminators.
Here are two lists I'm considering. My main list right now has two Ironclads, two AC/HB Predators and three Drop Pods.
Bring along an Inquisitor Lord, so you may pick a Vindicare Assassin.
If you have a squad of Sniping Scouts, the fun becomes endless...
Also, Inquisitors ( from Demonhunters ) and Grey Knights, gives you the option for Psycannons and Psycannon Bolts. They punch through Invulnerable Saves, quite nicely.
There really isn't much a ST squad can do, that a Tacical sqaud can't do, unless you really need a cheap suicidal squad.

Not really saying I'd use them, just that they have their uses.
