I am actually quite intrigued with the options - if the rumor mill is accurate.
They seem kinda cool and will add a wonderfully colorful aspect to list creation.
Any advance thoughts on the subject?
My next project is to make 20 of them from catachan+cadian parts The new infantry kits are suppose to have a lot of extra bits to help this out.
As for actual game play...
1-2 assault2 lasguns: Meh, not bad *if* it's assault2 24". Then you can use them as a skirmish unit that moves just withing 24" and shoots. Not the most useful ability considering how much PL cost (i heard ~80).
3-4 Fleet+movethoughcover+Furious Charge: Interesting. Basically Guardsmen on speed lol. Might be nice in some situations, taking objectives ect ect... we'll see.
5-6 Rending CC + extra CC attack: Obviously to most powerful of the 3 Three rending attacks on the charge is not bad at all
I think the unit adds some more flavor to IG and that is always welcome. All of their abilities (combined with Stubborn) means that no matter what you roll, they will be at least *somewhat* useful, that is to say, you can still find use for them. However, would there be a better way to spend your points in a more reliable manner? Probably.
Hmm... they are expensive for cannon fooder, for that mission I rater pay 20x conscripts for the same price. As an assault unit they look fluffy, but the actual value of a 10x man foot-assault scoring unit for that price is questionable.

Unless their init is higher the rending attacks won't even matter. With poor toughness and saves they will all get cut down before they swing.
As for the unit in general they seem like the replacement for the last chancers (who had fairly awesome stats), however the random crime roll will really define what their specific duties are for that specific game...however I doubt that they will be 'scoring' units and will be able to take objectives, they seem a little too good for that bonus as well, but who knows veterans are scoring now so wheee.
Rumor says that they'll be troops, for my regiment i might grab a squad or two at some point. Just some shields for the artillary. Probobly not though.

Somebody has to fullfill do-or-die missions.
Outflanking objective stealers, desperate deliverance of coup the grace (versus, let's say, unexpecting weakened heavy weapon combat squad), Tau shredders (Fire Warrior, fluff... Hell yeah! Repent for cowardice, auxilary, offer your live to the Emperor.) and so on. They are perfect harrasers, kinda overpriced Kroots, but still very useful.
shrug, probably try them once or twice to see how they do, but fairly sure they won't be a regular inclusion in my army list. mainly due to fluff reasons.
i just don't see inmates becoming close combat specialists and willing to follow orders and suchlike for suicide missions... they'd probably be more likely just to make a break for freedom in the confusion of the warzone. even as conscripts, inmates are questionable, it'll be like the South Park movie where they just jump out of the way to incoming fire and let all the regulars behind them die.
that said, if i do like how the unit performs in games well enough; i'll model them up as something like Tyrannic War veterans or something and not as desparate prisoners.
I can't seem to get an answer from the rumour mill about how priests work this time around, but if they can be added to squads easily like commissars reputedly can then penal legion with an attached priest could be fluffy and tough. Imagine if you got knife fighters, with re-rolls! No matter what crime you rolled the priest wouldn't hurt.
