I honestly beleive these are going to be fairly staple in a tournament list because they're broken as follows:
Get a squad (4 + officer). get 4 extra (you can get 5 but it's not nesseccary) cost = between 99-101 points.
you have a choice of two psychic powers. One is put a non-scattering S8 (equal to the amount of psykers in unit) pie plate on the field, by passing a LD9 test. (AP=D6)
however, that's the fallback use,
OR you can pick a unit within 36", and by dint of passing a LD9 psychic test make them LD MINUS 8.
Say, when you've shot 25% of a unit you want to fall back - a SM commander with a command squad on bikes works well here.
after you've shot with your other attacks - this is done in the shooting phase (time not specified)
Other uses = make a enemy psyker LD2. That's a Lash Daemon Prince, or Eldrad with guide etc.
all in all, quite a sweet unit. (shame it's taking elites up, but i'm just not bothered by any of them, I want penal troops and hardened vets who also score.)

The big question though is, can we put them in a chimera? Otherwise they're very squishy. (A related question would be, can they use their powers if its shaken? Something tells me no). 3 of these squads for around 310 points though? Brutal

These guys truly are an amazing unit. Most armies dont plan on loosing a fight through moral so its a great suprise way of attacking their force. If used well tactially with different types of units u can make area's practically impassable for infantry.
There also great units for holding objectives in support of other units. If the enemy is forced to fall back or being pinned continuously by low leadership they will be forced to attack from a distance and wipe them out before hand.
I only dislike how unfluffy they will be for my planned army, still they are squishy as hell and any shooty army who gets them in LOS is gonna caue havoc and ruin a great tool.

I like using morale to defeat people, as Mercian said it's very unexpected in 40k and freaks them out. Sometimes I like to ally a WH inquisitor Lord with Divine Pronouncement and a Culexus assassin. Reduce marines to Ld7 and then systematically break them. It costs a lot but it's good fun and the opponent often gets fixated on killing the Inquisitor, who can be very resilient with chirurgeons. People (especially marine players) really hate it when their guys unexpectedly break.
If you could get 2 nine strong psyker choirs running with a culexus it would make his animus speculum assault 18
The only way you used to be able to do that was by chocking up on Grey Knights, or running up next to a seer council.

Hey i think this unit is going to be awesome, just by reading about it. I think i'll be using it to make enemies stay pinned for long periods of time, if i have the ability too. Blow them up with Mortar fire, basalisks and what not, and cause most units to hide, will pretty much save most of my units from a whole lot of shooting.
Bunch of anti tank units hiding in a forest, blow them up with mortars, drop their leadership with the psykers, cause them to make a pinning test, saves my tanks a turn.
