Power Armor ( basic is always best )
Terminator Armor ( added protection and 'bling' to boot! )
I am doing, my force choices, a bit different. For my HQ choices, I would like to purchase a librarian and a chaplain.
The problem, which I am having, is on wargear. For my librarian, I am unsure, if I should stick with his power armor or give him terminator armor. He would have quite a bit more added protection.
Any, and all, suggestions would be helpful.
PS - BTW, I play Dark Angels, with the DA codex.

I would say terminator armour, mainly because an IC without an invulnerable save will be dead before he gets a chance to do much of anything.

That is a good point.
The main advantage of librarian is that, he really not need additional eqipment as captain expansive weapons and bike or chaplain jump pack. The librarian is usable as he is, while the other characters need buy additional eqipment. In my opinion SM non-special characters are not so good as other races and there is no reason to pay much on SM character. If you need inv save take spell for whole squad.
I put mine in termy armor and give him vortex of doom, null zone, and a storm shield. That gives him a 3+ invuln and he can still use vortex of doom even after moving because of the termy armor.
Another thing I like doing is putting him on a bike with vortex and nullzone and sticking him in a command squad on bikes with plasma guns. Fun for the whole family.
He's talking about a DA libby, so storm shields aren;'t as good and he lacks null zone and the inv save spell.
Anyways, I'd say it depends on what you'll use him for. If he's with a killy enough unit that the lack of sweeping advances isn't as important as the inv save then go for the terminator armour. If he's going to be in a hard CC non-terminator unit then go for power armour so you can wipe out the enemy after winning combat.

I'll have to agree with Phalanx. The question is slightly lopsided based on how people use Librarians. To me it highly depends on your target, or the role you plan on putting him in.
Ah. Missed the last line. Sorry.
Terminator armour w/ a stor, shield. Give him gate of infinity and run him with 5 thunder hammer storm shield termies and talk about nasty! shield improves his invul. to 3+ so why not?
I started to become jealous, reading your answers about the tactics you al use.
In the SM codex, librarians just have so many toys!
I grabbed myself a copy, the other day, and maybe I should start a codex chapter as well...
