VSS would be able to buy an eviscerator. Now two questions I need to ask:
1. Would she need to exchange her bolter for it or under 5th edition she may have both?
2. How viable would it be for a VSS in a Battle Sister squad in a rhino.
I was playing today against a nidzilla list, and got charged by some warriors, an eviscerator would probably tilt the battle a little in my direction.
Other game I played today I had a squad charged by a dreadnaught just sit in there for 2 turns. I agree it is two turns that I had dreadnaught do nothing, but if there was an eviscerator, the combat would be dangerous for the dreadnaught.

As the eviscerator is considered wargear for the WH, it seems to me that you can just equip the VSS with it for the applicable points, as it say the VSS "may be given any equipment allowed from the WH armoury."
As for its viability, it would be just as good as any other eviscerator i suppose.

I find it much more effective to keep my jump-canoness and eviscerator equipped seraphim in positions to be able to react to those situations, rather than invest those points into the battle sister squad 'just in case.' Gearing up the vets in battle sister squads also complicates your decisions about martyrdoms later in the game.
