A tactica would be great, but the LO community will give me better help anyway =D
I am fielding an all drop pod army, 3 or 4 tac squads and possibly a veteran squad or two.
My HQ is what concerns me, I was considering using Sicarius with a command squad I already have (note, my model would COUNT AS Sicarius) which is basically kitted out generically: champion and standard bearer. While the captain has artificer, plasma pistol, and power weapon.
My other (and strangely more cost effecient) choice would be Kantor, I could justify the orbital bombardment by saying they are a fleet based chapter and all captains are authorized to call hellfire from the sky.The drawback (IMO) would be loss of command squad, since I dont believe in honor guard, too costly.
What do you think?
The list is 2000 pts and I'd like to keep it fluffy, but if I use sternguards then I'll just use Kantor for tourneys.

Sicarius is a very good HQ. He still the has "Rites of Battle" special rule which makes his army that much more deadlier. I personally like Sicarious a lot. The only problem about Sicarius is his lack of orbital bombardment, which isn't a big deal. In all the games i've played with a master, i've only hit like 1/6 orbital bombardments, but that's just me. In close combat, he's a monster. His sword can do some serious damage to most opponents. His special artificer armor grants FNP, which can help a lot. The "Battle Forged" rule is cool, but it isn't game turning.
Pedro Kantor is another very good HQ unit, especially if you plan to use Sternguard Veterans. The only thing is Kantor has to be advancing in order for all his rules to be utilized to the max. If you plan to keep him in the back and hide, choose someone else. In my opinion, i wouldn't trade combat tactics for stubborn because there are some times you might want to fall back from close combat.
Command Squads aren't that great outside of fluff armies. They're overpriced and usually under powered. Since it's a small unit, they're really easily killed. If you're running Sicarius, i wouldn't run a command squad.
There is an HQ tactica, but it's heavily out dated. Unique characters have somewhat killed the need for a tactica. I don't think a lot of compedative players use captains any more. If you want a captian it's because your assaulting, if your doing that, you might as well take one of the much more powerful assault based armies or HQs.
Regular chapter tactics have their uses, so you don't necessarily need to use a special character, and you can still gear a Captain to be, if not quite as effective, at least reasonably effective in close combat. The Captains aren't gimped to the point of being an uncompetitive option, though I agree that overall the special characters will be a better buy.
