Which is the best vehicle? Basically, if they were to go head-to-head, which would come out on top? Why? You can take into account everything, including costs, passengers, or even how it benefits its army.
Not including Super-heavy vehicles like Baneblades, Warhounds, Titans, etc.

As far as the most game-changing, I doubt anyone can argue, the Valk/Vendy has changed everything about what it means to play guard allowing a once-static gunline to take objectives with well armed and armored fast skimmers or even run an entire list mounted in them.
As far as best, you have a gun emplacement (the Russ), a Marine Delivery System with guns (the Raider), a bullshit factory (the monolith), and one of the dramatic vehicle additions to any codex (the Valk/Vendy). Rating the "best" regardless of criteria is pointless as you'll never have to choose between most of these options. Even in IG the Russ and Valk/Vendy aren't taking up the same slots, they fill different and very complimentary roles.
Looking at nothing but cost, Valk/Vendys are just stupid. There is no way in any army you can justify that few points. They should cost even more in IG just because it does something nothing else does.
I guess overall the Valk/Vendy is my vote, not the best armed or armored and it has limitations, but I don't see an IG list without at least one or two.

Leman Russ, it's been the workhorse if the Imperial Guard for years, and I don't see that changing any time soon. Think about it, the russ is in just about every guard list ever made, there's a reason for that.
Now with lumbering behemoth allowing it to fire all of it's weapons and all of the new variants out for us to play around with (most were there before, but only in FW rules/models, and theres rumored GW russ kits).

I voted for the Space Marine Land Raider. It can move 6" and fire both of its TL-lascannons. It always fire at full BS and can hit 2 separate targets. It's got the 2nd best protection after the Monolith. And its passengers can assault from it. Also, it's so big that I use it a lot in games strategically to form walls, block LOS, and even cover objectives.
It's 2 shots are more accurate and has a better chance of destroying a Monolith than the Mono's 1 inaccurate ordinance shot.
It costs about the same as a 2x vendettas, but then again, I don't really like the squadron rules. Maybe the vendettas can go flat out and receive a cover save, but then they won't be able to shoot. The thing against the vendettas are their fragility, but they are a close second to the Land Raiders.
And you can forget about the Leman Russ in a straight on battle. The only Leman Russ with a chance is a Vanquisher, but that tank is a highly specialized tank and not good all-around.
The Lith; your Valkyries and Vendettas are Dreadnought-soft when they stop moving, the Land Raider is awesome but hellishly expensive, the new rules allow the Russ to strike a nice balance between firepower and keeping the AV10 backplate safe but they're still vulnerable, whereas you can kick a Monolith off the table, set it on fire, then go back in time and erase it from history somehow, and chances are it'd still be there when you got back. And, as has been previously mentioned, it does tricks.
In terms of what each one does for the armies that use them I'd say the Valk/ Vendetta is the better of the Guard vehicles, the Land Raider is outclassed in Smurf terms but runs like a dream for Daemonhunters, whilst the Lith is pretty much the focal point of a Necron army.
I gotta agree with Frank, there is a reason the Monolith is the vehicle everyone loves to hate.
A freakin pain in the gluteous maximus to kill, it has effective weaponry, it has great army support options (the afore mentioned 'tricks') and did I mention it's a pain in the butt to kill?
I really, really, want to vote for the Valk/Vendetta, but as for a straight up what's the most powerful (best) vehicle in the game vote, I gotta go with the Monolith.

The monolith is so kick-ass hard to destroy because it isn't intended to be destroyed. You don't need to destroy it. At all. I love the tought of shoving a baneblade out from the battlefield, destroying it. It's just a funny tought.
I went with leman russ, but you might want to limit the other selection, don't want people thinking about warhounds...
the leman russ unleashes as much firepower as a baneblade, with less strength and smaller blasts
a squadron of 3 leman russes, with maxed out equiptment will cause possibly more damage than a baneblade....
think about a squadron of 3 leman russes with hull hb, sponson plasma cannon, a stubber, and the main battlecannon...... against 1 target that squadron fires
3 battlecannon pie plates
6 plasma cannon blasts
9 heavy bolter shots
9 heavy stubber shots
of course if you were to have each fight each other trying to kill one another, the leman russ failes, because it is not for anti tank, its made to deal with light infantry, medium infantry, heavy infantry, monstrous creatures, foolish skimmers, scouting vehicles, and most of all hordes.
