I am planning on having to Hydra Batteries and a Griffon, but do you think that the army will look more effective if i stick these to emplacements instead of tanks? Something similar to the Sentry Turrets in Imperial Armour 1

more effective? No, not really. Cooler? certainly. More expensive? absolutely.

In Imperial armor they're are rules for hyrda emplacements as well as bassies, I don't think they're rules for griffons though. For tourneys you could just include the trojan and call it one big vehicle

Could i not just make the emplacements and use them as the actual tanks, i think this would look cooler and still cost the same. I could add some tracks or something to a flat base, i have already made the guns from bitz left over from my heavy weapon squads, so could i not just expand that way?

It would be perfectly acceptable to do so albeit a bit strange, especially if your thinking of adding tracks to it. If you were playing against me I'd allow you to use them, I'd even allow you to use them as an actual emplacement for 25 pts less than the tank. Just remember it'll be on an opponent by opponent basis, but the cooler you make it look the more likely the opponent will let you use it imo

My original idea was going to be to mount them on a box-shaped turret, then just ad tracks underneath - effectively creating a mobile platform. however i might just mount them all on Chimeras and just make them look like normal Hydras, I will need to think about it, I'm not sure how i would make the first option work.

You could model it as a wrecked Hydra/Griffon, reclaimed by the Guardsmen only briefly prior to the battle and refurbished to functionality, albeit just barely.
I've recently become a fan of this thing called Dubstep. And you should too.
