Just curious if anyone would be against this, or if this is even legal. I want to make a white scars army, but im not in love with the color scheme and the challange of painting white armor. Can i make my own Succesor chapter, using a differant color scheme and still use khan with his special chapter tactics?
You could pick one of these as your own, or devise your own successor chapter!
Are you familiar with the system of successor chapter? (if so, i won't elaborate, if not, i can give some more info if you want )

Last I checked, the new SMurf dex lets you folks take whatever special characters you want, no matter what army you are, you could use Khan in a Salamanders force if you really wanted to (horribly unfluffy as it would be). So yes, if you want to make up your own color scheme and chapter, but have Khan in there, you have every right to do so. I'd take a look at the White Scars' tactics and themes, and those of their succesors, as Zema listed out for you, to get an idea of what they're like.
