This is something that has me and my opponent completely baffled.
I'm an Ultramarines player, my friend is the IG player. We cannot figure out why the IG sniper is more accurate than the SM scout sniper? We're almost to the point of house ruling the Scout Snipers to an even Ballistics Skill as the IG Ratlings have.
Even being the SM player I don't want to do that, but something just seems weird, or is there some other balance issue in play here? I realize that Scouts are better able to handle h2h than the IG, but for a designated "sniper" unit completely confused by the lack of accuracy.
Good point... maybe they justify it fluffwise? I mean, ratlings are constantly using sniper rifles, while scouts have to be adept in a variety of tools.
As far as game mechanics, I would just as well have them revert back to the old 2+/4+ rules. As far as why they changed that, it was probably some oversight in the "let's give scouts bs/ws 3" goal.
fluff wise ratlings compensate for their small stature by having naturally superior eyesight and aim. says so in the codex as well.
the difference between a ratling and a scout is that a scout is equally comfortable no matter what its role. a ratling in ANY position other than sniping is either dead or fleeing or about to do one of them.
ratlings are snipers. scouts are marines in training. a ratling will always be jsut a ratling. a scout will be whatever you need it to be

Scouts are still in training, they have not received their Black Carapace or Power Armour yet, and so are not full Space Marines (hence minus 1 WS and BS).
Whence their training is complete, they'll be ceremoniously given a boost to their stat-line (Called the Ceremony of Stat Boosting)
Ratlings on the other hand, are naturally adept as well as trained marksmen, and spend their lifetimes perfecting the art, as they are incapable of much else.
Hence, Ratlings are better at shooting than Scouts.
