Since the release of the New IG codex people have been trying to figure out how to make competitive lists that won't be dominated by NINE leman russes. Here's how to get lascannon and wounds on the table.
Why the new marine codex has nerfed devastators so much is beyond me. For those who are about to flip out because they love love love devastators compare:

Now for what they do I've always thought that Sternguard were a waste of points, but I have found something for which they weren't intended that makes them worthwhile.
Two squads of Sternguard (you were going to combat squad the devies anyway so they wouldn't waste shots) with 2 lascannons in each
Now you get 6 super bolters with those lascannons. If you take the half squad of Devies the price difference is ignorant.

Which one of these two has more killing power? The prices work with the other weapons too.
Why would GW do this? The only reason to take devies is for lack of elites slots.
I agree that the devs. are expensive. I play DA codex 4E,nd they are only 305 with lascannons. i dont know much about the new sternguard to comment.
If playing against the new IG codex i would kit them out with MM, for tank killn and the rest can mow down gurdsmen with bolters. mount these guys in a DP or a LR, and use cover. ihave a thing for MM myself coz they are good at kill'n and dont get hot like the PC. hope that helps, let me know.

Mulit-Meltas with thier short effective range and inability to move are not a good option. Using the Rhino will most likely stop you shooting for 2 turns.
On the other hand, I love my Multi-melta Attack Bikes, they can move 12" which is excellant, they're small and nippy. They can turbo-boost for added survivability and speed and almost always get the chance to zap a tank. In one game one of mine bagged both a Predator and a Vindicator, not bad for 80pts. 3 ABs with MM would cost 240pts, less than a 10 man Dev with MM's and a Rhino. """"""""

This would be a better option than the devs. Im gonna do this with my Ravenwing.
I'm not so sure that the devestator box is a bad purchase, money wise - you can kit out your entire army's basic heavy weapons in one hit!
But army list wise? Yeah, I've always agreed with that sentiment. You want anti-horde devastators? Take heavy bolter attack bikes. You want anti-tank devastators? Take multimelta attack bikes.

Also, you should google "garfield minus garfield". Awesome.
MM AB's are even cheaper in the SM Codex, at 150pts for 3
I like attack bikes, but one of the major players at my GW plays tons of boyz, and probably with IG out we'll seen tons of their troops in the cover so
in my fast attack I take three squads of grenade lobbing clustermining scout bikes for the one hit wonder effect twice.
I don't like how Marines aren't very good at assault anymore or at tank busting.

For what you're getting the price is not right at all.
Plus I hate to pay for anything that I can get for free elsewhere in my list.
Plus a Lasback dies far to easy for the amount of fire it draws, and you can only ever score one kill with it. With 2 lascannons sitting on wounds, you have the same chance to hit once but also a decent chance to hit twice.
Predator annihilator is far overpointed. A single las for 105 are you kidding me. If you could take predators in squads like IG and as they are in the fluff that'd be alright. If I wanted a Lascannon vehicle I'd take the LR classic.
Putting las on a dreadnought makes it the same cost as an ironclad with far less kill potential.

There are two main differences that are obvious but not being said in this topic.
1) Force Organization Slot. Devvies - Heavy Support Sternguard - Elite.
This has a bearing on which a particular commander can use.
***edit*** My apologies this was mentioned by the OP
2) Units primary role. For me Sternguard, are a mobile rapid firing seriously punishing squad. Where Devvies, hold up the back line with long range punishing support.
If a commander is willing to use a Sternguard as a static ranged support, it would work, you could save a bit of points, but I would feel they are being slightly under utilized.
It is a great idea for those commanders that are hard up on Heavy Slots, or Elite slots as another option though. Good thinking.

I discarded the idea of running las devvies due to cost - i ended up adding a lascannon to tactical squads (MUCH cheaper for them to have it and i need tacs anyway) and left the dev squads with 4 missile launchers. Supplemental lascannons through razorbacks round out my high AV killing.
The missile launcher devs have turned out the be great units for taking out multiwound characters and most vehicles, plus frag missiles can be suprisingly effective against horde troops.
Devastators are good, but you could use a couple of squads of Sternguard Veterans as you said or you could just get a few Predators or something. 3 Predators would easily combat a tank heavy list, the only downsides would be the points (obviously) and the fact that you wouldn't have Heavy Support slots for anything else (like Thunderfire Cannons...)
And how many Imperial Guard lists are actually going to use the full nine leman russes? The points involved would mean there would barely be enough room for Troops - let alone HQ, Elites, Heavy Support and Fast Attack - in normal battles and in games of Apocalypse you can take 9 Leman Russes anyway so there's no argument.
