Alrighty I am being a traitor to my tyranid heritage, and building a salamander army, I always loved green and scales. I found some cool conversion peices from a place much like forgeworld but was thinking to myself on the legitiatcy of fielding marines with there conversion peices. I am unsure on that part. Its maily just sholder pads and things similar to forgeworld peices. Plus a few custiom miniture scuplts. If you need to look at them to help me with this question here is the link.
My other question is the forgefather figure available anywhere or does one need to convert one.
Flamers and melta's cant go wrong there.

For tournaments, I believe the model must be at least 50% games workshop model pieces, or be very distinguishable as to what the items on the model represent.
For casual play, there is much more leniency.
I see nothing wrong with those shoulder pads at all, and I do believe that a Vulcan mini is set to come out this summer.

BoLS has vulkan coming out on the 18th of july, and what a coincidence, I'm a nid player who has also just started building a salamanders army for the same reasons

I see no reason why you can't use the shoulder pads or smaller pieces from this site. For example, the shoulderpads are themed towards Salamanders anyway.
