Like i said, which one of theese would you choose and why? What pros and cons does they have? Haven´t seen a lot of either unit since the new codex why is that?

they have stolen the lime light in the elites section along with all the goodies in the fast attack and heavy support sections means that all the new stuff is being raved about atm but personally i love ratlings perticually the new models now

Yep, PBS really overshadow everything else lol.
Ratlings are cheap, have Stealth, Infiltrators, and BS4 sniper rifles. Their biggest downside is low Ld and not being a Troops choice.
Stormtroopers have their missions, BS4, carapace armor, and AP3 lasguns. Unfortunately, they are horribly overpriced. A hot-shot lasgun doesn't worry anything except marines, and even then it's only S3 and not that great. If I'm running Stormtroopers, it's going to be 5 with 2 meltaguns (re-rolling scatter dice and deep striking) or 10 with 2 plasma (looking for a first turn pin combined with a PBS).
Of the two I would pick Ratlings as a cheap support unit, but they really don't have similar roles.

Probably because stormtroopers are fail and because those useful useful ratlings come in expensive blister packs.
Ok maybe ratlings are the better choice. And they aren´t that expensive since you get 5 in each blister.
The obvious purpose of Ratlings is anti-Monstrous Creatures, but too many of those (TMCs in particular) have Termie armor saves. I would rather use stormtroopers with meltas--they wound MCs more often and can serve other purposes as well.Yep. Once the "I love Valkyries" craze dies down, these will be the real munchkins. Maybe then Space Marines will take Librarians again instead of Pedro 24-7.Yep, PBS really overshadow everything else lol.

Stormtroopers are just too pricey. Would always take ratlings if that is the only two choices I have. You should have so many other threats people would forget about the Ratlings.

Wow, this isn't even apples to oranges, it's apples to assault rifles. I mean really, comparing 2 units with almost no stats, special rules or weapons in common? The only answer that could possibly be reasonable is "It depends on what you want to do with them".
Stormtroopers are obviously a poor choice to sit back with +1 cover save sniping enemy models and ratlings fall woefully short as well armored rapid fire troops that ca DS with meltas.This craze isn't dying down, it's the best vehicle in the game for its points and who says the PBS and valk are in competition? And why would marines use a libby when Calgar can just say "reduce my leadership to whatever the hell you like, I'm still choosing to pass everything"

Obviously the points are better spent on PBS, however, if for some reason I HAD to choose to take either Ratlings or Stormies...
It really depends on the rest of your list. Do you have a lot of autocannons to put wounds on MC (if not take some Ratlings)? Do you have a lot of meltaVets in chimeras to deal w/ armor (if not, take a DS 5man/2melta ST squad)?
But yeah, both choices pale in comparison to PBS, they're just so damn useful.
As for "the Valk craze". Valk/Vends are not going anywhere, they bring an extremely valuable mobile element to IG armies. The ability to make a 24" last turn grab for an objective alone is reason to take them, and when you consider the fact that you get either 3 TL LC or the ability to drop 2x S4 pie plates + a multilaser while moving 12"... you end up with a vehicle is a steal at the price.
Just like ST & Rats loose out to PBS, Hellhounds (and variants) loose out to Valks/Vends.
