ignoring the points cost which do you prefer
Well, I'm going to have to say relic blade here because although it only gives you +2 strength rather than the double that the thunder hammer grants you it doesn't make you strike last and to be honest, S6 is going to be enough to wound 95% of things on a 2+ and it's still enough to cause Instant Death on things like Eldar, IG, Tau etc. Obviously it can't do this against Marine and CSM armies but it's the same amount of points as a thunder hammer and I personally think it's a better purchase.
Thunder Hammer. Yeah it makes you strike last, but hide it in a unit and it's a nasty surprise, plus anything it doesn't kill, it'll wound and make it strike at I1. Plus it's easier to hurt vehicles with a Thunder Hammer and you get a free Crew Shaken result with every roll on the damage table.
Thunder Hammer (combined with T-Armor and Shield).
Yes, it makes you strike at Ini1. With 2+/3+ Save you will survive nearly anything without any problmes. You got Strengh 8 so you will cause instand death on everything with T4 and less. You can wound anything (except a carnifex or eldar warlord) on 2+, you can stun enemies (very nice) if they have T5 or more, you can wound tanks and take their shooting out for a round.
Strengh 6 is quite nice as well, but since you got only 3 attacks nowadays, they should be as powerfull as possible.
Everything with T3 is to weak to hurt you (Guard, Tau) or strikes first anyway (eldar), so a thunder hammer will cause more damage without any difference. Against T4, Strengh 8 is way better for instand kills (die 200 points character, die!), against higher T you wound better and stun targets.
For me, Thunderhammer is the way to go, cause it causes more damage and is more flexible. Relic Blade might be better if you are just going to slaugter standart troops, together with a power armored retinue, so you can minimize damage through powerweapons because you strike first with strengh 8. If you got a termi lord and termi retinue, you don´t need to be afraid that one or two powerweapons seriously harm your unit.
So I think- with relic blade and power armored retinue you are fine if you go for light or medium targets. It´s more a choice for troop supporting, so that you can deal with a few things. Thunderhammer should be your choice if you aim your character to slay nasty targets.
I take a thunder hammer and storm shield combination as it generally performs a lot better than the relic blade. The relic blade is actually very good if you can get the charge so when combined with a jump pack and placed in a unit of assault marines its devestatingly good as I recently saw in a game against CSM.
I am actually thinking of converting the new Kor'Sarro Khan model with little filling off of the White Scars insignia and then putting a jump pack on his back.

Basically life sucks, there is only war and you're probably gonna get eaten by Tyranids, have fun.
I'd go for a squad of relic blades and storm bolters over thunder hammers and storm shields any day. That's why I prefer Grey Knight Terminators over Assault Termies.
I think that either is the wrong word. Both of these amazing weapons can be awesome in the right place and at the right time. I don't think they overlap a great deal. The TH is for taking out gribblies but means that you need to live to use the thing.
The RB on the other hand is more about inflicting more wounds against units of marines and other well armoured foes. I would, as I said, want to have both if it were me...
That's a tough call because I really like both weapons. With that being said though I do prefer Thunderhammers over most weapons. Back when Salamanders were I3 in 3rd ed. I took powerfists/thunderhammers on all my sergeants and characters since I was usually striking last anyway. I guess I never got out of the habit of taking them. Besides, Thunderhammers are still fluffy for them!
As a side note I do have my Captain with a Relic blade, but I'll probably convert him with a TH/SS combo to keep him in line with the rest of my army.
