The hardest part of making a SM army is choosing the chapter. At least, for me it is. That being said, the two main factors in deciding on my chapter are the style of play and the color scheme.
I like having a balanced list that will hold out well in any (or failing that, in most) situations. I've had success in leaning towards the shooty side, but that's also a problem for me in that I don't have as much experience in assaulting. So I want to go for a more balanced chapter. However, I'm always willing to try something new. If it doesn't put too much of a toll on my wallet, that is.
My other factor, the color scheme, is important in that my army will look good on the tabletop. Striking, even! I also want a scheme that I'll enjoy painting and looking at. It is my army after all. I like schemes with around two main colors, which contrast and give a bright feel. Adding a third color, such as a metallic or trim color would be acceptable as well.
So based off of these factors, would it be possible for you guys to sugggest a chapter for me to look into? It can also be a codex chapter, if that's what might suit me best.

I was also going to suggest Imperial Fists. Lysander and his Bolter drill rule enhances a squads shooting potential greatly, plus their colour scheme stands out superbly on any battlefield. But, as has already been pointed out, yellow is quite a difficult colour to paint.
You can also look into the Dark angels. They can put up quite a shooting force, plus you have the deathwing and ravenwing sides of the chapter if you want to mix it up a bit.

yeah dark angels are quite a versatile army and as there is more than one colour scheme within the same army it can be fun to paint
I too reccomend some dark coloured armies such as crimson fists or dark angels
Do what I do and simply paint whatever colors you want! I have tons of fluff out there and depending on which company gets deployed, I pick a codex chapter to represent them. That way I never feel dirty when I play blue Salamanders or yellow Ultramarines.
About Dark Angels, I was interested in them for a good while, but so many people play them already. However, I must admit their appearance and history is very neat.
The Imperial Fists have been an acceptable option for me, though as mentioned before, painting yellow can prove difficult. I don't have a problem with learning how to, though. But aside from their siege speciality, their primarch, and their color scheme, there's not much else I find too intriguing about them.
I was very interested by the Crimson Fists though. I like their history and how they managed to survive the Orks and are rebuilding the chapter. Plus, Pedro Kantor is an awesome model!
I also have a soft spot for the Wolves. I know there are many, many Space Wolves players, but I love their color scheme and their fluff. They're one of the chapters I think I could paint quite well, as well as enjoy gaming with them.
If you like the space puppies, then you're in luck. Their new codex is coming out near the end of the year. And they are an awesome army. Maybe now is the time to start preparing for them.
I would say go with the Eagle Warriors. Its two main colors Blue/White, and you can use a yellow or shining gold as the accent color. They stand out really well. If I hadn't painted my army from the beginning as full blue Ultramarines, I would have gone that route. Plus it gives you the ability to use the full Codex, and make a nice balanced list. Also can create a "counts as" Lysander Commander, although I don't know the fluff behind the Eagle Warriors.

Believe it or not, I did think of using them for a while. I liked their halved scheme and since they're not as widley known, there was a bit of space for me to experiment with. I was thinking about painting them us as 3rd Co. with a red kneepad since I've already seen people do their 2nd and 4th companies. Genesis chapter was another I've kept my eye os. Red marines have always looked cool to me and being an Ultramarines successor, I'm quite free to make whatever kind of list I please. Then of course here are Red Wolves, Blood Swords, Skull Bearers, Death Strike and Star Dragons. All chapters which Icould see myself doing. I think it would be very neat to do a chapter that has not been attempted before.
