I would like IG to be my first army as i like the look of them, but every battle report i have looked at they have been defeated. Is it just that they are a hard army to play or what?
Although i like the look of them i do not want to play an army that loses all the time as this would be no fun.
I'm not saying that an army has to win all the time, or even most of the time, but being beaten again and again and again will become tiresome.
maybe back in the past, with the new codex they're very competitive. there's just a lot of neat new tricks and units we can take and an overall improvement to the army list. maybe it's just the tactics or the particular lists used, and sometimes it's just a bad matchup.
anyways, you shouldn't have to worry about having much trouble in your games if you pick up IG now.
Do they still have a terrible statline?
guard with the new codex are way more competitive than they were. if you want to play an easy competitive army than play marines. guard are hard at first but once you start making godd lists and the feel of the army than you have a good chance of winning. there statline for basic troops is still garbage, but you can field many men and can outnumber every other army exept orks sometimes. ig also has the best tanks in the game and in my opinion the coolest models

the cooleset models, maybe though all their good regiments are pewter imho, even though even i collect cadians for price-practicality, no one can resist all the old regiments or the new or forgeworld ones like krieg or renegade militia.
as said, the terrible statline is negated by the sheer numbers of guardsmen you can field (easily over 1 per 10 point ratio in your lists) and the ordnance that tanks and artillery can lob. ig russes anyways are as tough as a land raider anyways when hit in the front so it's not like they're just balloons waiting to be popped.
it's a good time to start them as they've easily one of the best armies out there right now even though i hate to say it since guard should be and are supposed to be the underdog army, just simply isn't the case with their new and better codex.
Guard are definitely competitive. Each individual is crappy, but together and in such numbers they more than make up for it. Lots of cheap and durable armor, lots of guns, lots of bodies, and lots of pie plates are what makes IG good.

Guard have trouble taking objectives--our fast, scoring units tend to be expensive and fragile. Aside from that, Guard can win if you remember that our winning tactics are redundancy and attrition, not high-level equipment and fantastic abilities. Guard won't give you the "godlike special forces" feeling but they will give you the "this is a real army" feeling. It's your call how you want to approach the game.

Thanks for the answers. I'm thinking of playing them because they look more like a real army then any other race and the fact they have great looking tanks.

Guard are still a very compedative army to play with, the battle reports they've lost in generally come down to things other than unbalanced codexes. In fact let's take a look at the latest of these.
The planetstrike Battle Report
-Vs Phil Kelly's eldar, Phil was the main writer of both the eldar codex and planetstrike, he also helped write the 40k rulebook and the imperial guard codex. While Robin wrote the guard codex and helped write planetstrike.
-Robin screwed up with deployment
-Robin took a few less effective choices in his army list
-Phil Kelly is an incredibly good gamer
The odds were tipped in the eldars favor before the game even began. Guard are a very compedative army, though not quite up there with daemons and orks they can stil win more than lose.
