I'm a bit of a Marine Noob... but perhaps somebody could clarify the value of a chaplain? It seems to me that it is fairly clearly the inferior HQ choice...
well as a blood angels player and an avid Death company fan (most of my army is DC) only chaplins or corbulo can controle the black rage making them pivitol to my army... as for other chapters i dont know why people pick em

Free power weapon is allways nice. Cheaper Jump pack. Fearless, Those are pretty much the reasons I add em into my assault squad. Can't forget the lovely rule about re-rolling, meaning more damage in assault. Just make sure you don't run him into something the marines can't kill like I foolishly did once, no way you can run away then x3
I would probably normally take a captain, but the chaplain is a nice choice when jump pack'd for an assault squad, and since I allways use one in 1000points + I use him ^^
I normally run a Chaplain as my HQ. For their points they're a bargain. Fearless, re-roll attacks on the charge, free power weapon and inv. save. Attach them to an Assault squad or Terminator Assault squad and you have just increased their effectiveness.

For under 1000 points, they are perfect as the only HQ that gets an invulnerable save AND a power weapon for free. For over 1500 points, I usually take them as a 2nd HQ as I have him lead one speartip while the other is lead by my Captain.
Only rarely would I drop him as the 2nd for a Librarian unless I particularly wanted access to Null Field (bye bye Eldar psykers!)
There's no such thing as an inferior HQ choice, all the HQ choices (like all the other choices) are tailored to different army types. Librarians for shooting and mobility, Chaplains for mobility and assault, and Captains can fit anywhere. Since my army is a 60/40 combination of Assault/Shooting I run a Chaplain and Captain, the Captain and his squad are balanced. The Chaplain runs one flank straight into the enemy leading a well equiped squad of Assault Marines with one or two more behind them.
A Chaplain can ensure that your 5-man Tactical Squad stays alive and unbroken for 5 turns while they claim an objective. Not a Chaplain's regular use of course, but the game on that particular day demanded it.
