I've really had a love/hate relation ship with marines. I always hated them because everyone and their dog had them. But I really want to start painting some up and if i paint them i'm sure as hell fielding them!
Now I here's the things I want from this army;
I come from playing a slaanesh daemon army, fragile, but fast and hard hitting. I would like th achieve something similar with these marines;
The alpha legion and night lords appealed to me from the chaos book, but I want a good army.
Any suggestions along that theme? not the list as such, but the chapter?
Raven Guard fit your needs like the Emperor's sword in Horus. They've got Fleet, one squad can infiltrate with Shrike (who comes with Jump Pack) and like all SMs if you tool them up well enough they are a bunch of double hard bastards.
Plus they're very very cool. Hell, Shrike is well known for being more interested in saving people than listening to orders and is regarded as a hero on many planets under siege from orks.
They use the standard Marine codex, with all it's trimmings
I'm of a mind that you should be able to swap Chapter Tactics from the UM standard to the Raven Guard's "Fleet" without having to take Shrike, but I imagine not everyone will agree with me. Saying that he's not a bad HQ choice below 1k points, and above that he's brilliant so I could well understand you using him every match.
raven gaurd my friend, i use shrike in 1500+ but he is very effective in lower point games.
CC scouts PF's and assault squads are your friend the more the better 90% will get to cc first turn every game.
Your three criteria really fit the Raven Guard well. Shrike can use his infiltrate rule for the unit he's with and the army is fast due to fleet and Vanguard/Assault squads if you use them.
Unless, of course, by 'stealthy' you mean White Scars with Khan who are outflanking. They're also fast and have an 'elite' feel due to all the bikes.

Shrike, Scouts and drop pods with dreadnoughts
While the enemy watches the heavens open up and the space marines coming down they wont see shrike and the scouts sneaking up.
