So i want to start a chapter of marines with the robes and hoods of dark angels, but i dont like the dark angels themselves. Can anyone think of a good way to use the robes and hoods look in another chapter (maybe even one allready in existance), that would be tournement legal? My goal is to run a good looking standard codex army with the robes and hoods.
Nobody would stop you from using robes and hoods in a DIY custom chapter. If you want to minimize Dark Angel icons then just substitute the ones you can with another chapters, file them down and call it your own. It'd be perfectly legal. Just because the Dark Angels use robes and hoods does not mean it is exclusive only to them.

You could say that the Chapter has a strong monastic tradition, with it's members being more devout than even regular marines and for this reason they wear their monk robes outside their Power Armour. There are a huge number of reasons you could come up with. As mentioned, there's nothing at all stopping you using the cloaks robes and hoods from the Dark Angels models to represent your own DIY chapter, as long as you take care to modify or remove all the Dark Angels icons.
Even then, maybe you could use them to represent a Dark Angels successor chapter?
You know, it's pretty common these days to see an army painted up as Dark Angels but played using Codex rules. It's entirely understandable. The Dark Angels have great-looking models, but their rules don't allow for as much flexibility as normal Space Marines.

Id try maybe the exorcists chapter, who, through their chapter history should be slightly more in line with grey knights, would DEFFIENLY be suited as a robed chapter. From what i remember without looking up, they are a pre grey knight test, being imbued with the spirit of a demon that was then exorsited (spelling is always shite) to better sway from temptations and fight demons. As such, i would imagine a dark robe (grey/black) over their dark red power armour to be exquite, and their background overs many conversions oppotunites.
If you dont like them, why not look online for a list of known space marine chapters. U dont need to be a dark angel to be robed, and many chapters have historys and traits that would suit it. List of Space Marine Chapters - Lexicanum is where i looked and finally decided apon Iron Knights after remembering some things i read about them ages ago, the new codex and their colour scheme.
If you want to make your own chapter, think of a first founding you like the idea of, and then adapt it from their. you may end up with your very own, incredibly unique chapter that although similar to the dark angels in some ways, could be incredibly creavitly different in its apperance due to the change in dynamics to the chapter structure, or just the choice of robed minatures or the offer of conversions. Maybe a complely fully robed, almost hunchback in apperance (due their covered backpack poking tjust poking through from casual rips, as you would have if you wore a robe to battle) space marines might suit you for a more sinister force. Or an almost angelic force, similar to the Lamenters, but without the curse of the 21st founding, or the blood angels? Bright white white robes over bleached bone and deep red power armour, and lots and lots of swords raised high to the might of the emporer!
OR, alternatively, a rebelious space marine force, mistaken (only occasionaly) for tratitorous. Their are a few out their, and a lot of temporary traitorous Sm chapters in the badab war for example, that you can pick from. Or, just a particular company from a chapter that includes alot of robed units (1st, 2nd company ritual?) just because you like that chapter scheme and history alot.
You could even try the fallen if you really dont the dark angels, and you could deffiently have robes then.
Hope this all helps and wasnt just a random ramble.
U could try wearing a robe for a week in an attempt for method acting and see what chapter feels most comfortable afterwards?
