i would buy normal termis and convert them

1.is it legal to have lysander in a squad of gk termis?
2. are gk termis worth it?
1. Yes. He is an Independent Character per rules definition so its right there in the book.
2. Im assuming your talking money-wise and not points-wise, and then I would have to say "yes, any day of the week".
I hate metal minis as much as the next guy, but they are worth every single penny. Still today some of the finest minis GW has ever produced, full of detail and awesomeness that you could never produce by converting plastic Terminators unless youre a regular Golden Daemon attendant.

Lysander is an independent character, and so is allowed to join virtually any unit he likes, including a unit of GKTs. (You must, of course, be playing Space Marines to have access to Lysander. No DH army would be able to take him.)
As for whether GKTs are "worth it": Any unit that can make thunder hammer/storm shield terminators cry must be doing something right. (And like Trukson said, GKTs are the best miniatures Citadel has ever produced.)
