In a tournament setting, would it be permissible to use say Forgefather vulkan he'stan in an Ultramarine army? Or similarly to use another chapter's HQ in a SMurf army?
Also, where could I get a brief overview of what each chapter's playstyle is like so that I can better make a choice?

Yes, the codex says you can use him, just justifying it as two chapters working together, or simply renaming him, and saying he's [insert chapter name]'s forgefather/chapter master/Captain
So when a person makes up their own chapter, are they just using the ultramarine rules?
Also, which chapters have their own codexs, and which differ only in looks from the vanilla marines but use the same rules?
Would someone making their own chapter be able to choose which codex to use in different settings? (say ultramarine/vanilla one day, then blood angel another?)
Sorry for the barrage of questions, this is somewhat new to me.
Dark Angels, Blood Angels Black Templars and Space wolves all have their own codex. Wolves have an updated version coming out soon. You can use any of them so long as you tell your opponent beforhand, but you cannot mix choices from different codice in the same army.
The Ultramarine codex is a generic codex that covers all chapters that are organised along Gullimans "Codex Astartes". You can paint up any colour chapter you like, name them whatever and this is the book for you. All the special characters from it can be used in any army, just rename them and tell your opponent its a "counts as..." and your good to go.
If you want something different wait for the new Space Wolves codex, But really if your new to marines you might be better off playing a codex chapter. The other named chapters have speciffic rules and sometimes limited options, and generally are more challenging to play.
Jager bombs. Very efficient at wiping out friend or foe.
If you were to paint up a new colour scheme, you could have a different captain model to represent each special character just painted up in your colours. It's for this reason I'm seriously tempted to paint over my BA insignias and make up a new chapter so I can use them as any of the Vanilla chapters, BAs or Space Wolves (not gonna both with Templars though)
