I managed to pull a draw with my Pre Heresy Emporers Children, but I wanted other opinions on how you would counter/play aginst this new guard list. Keep in mind I got a draw by just shaving 250 off my 1250 list, and it was just a friendly game. But I'm curious .
Inquisiter lord in terminator armour, 3 mystics
Elites (I think he is)
Tech priest Enginseer, 3 servitors (commisar is here)
Mounted in chimera
2XLeman Russ demolishers (just lascannon and demolisher cannon)
I guess my question is, first of all, what is in your Emperor's Children list? Or are you talking about any space marine army list?
Knowing your list would be useful, but his list is terrible. That Inquisitor is largely useless and easily gotten rid of, teh Chimera and Banewolf have low armor you can stop with Lascannons, or even Bolters with the right angles. The Banewolf has to get very close to do anything, don't let it.
His Troops will either die right away, or Outflank and die when they come in as you can just avoid the edges. His winners look like the Demolishers, if you can get those shaken or damaged, you've won.
Looks like he puts a lot of faith in those tanks, just take them out of the game in some way and it's over in my opinion.
Kill his troops he can only ever hold 2 objectives with; and let me make this clear 10 man guard units with pea shooters and cardboard.
This should be your target priority:
1) Penal Legion without them he can't hold objectives. They are also the easiest killpoints in his list; although the techpriest and retinue + chimera and lord commie are 3 KPs.
2) Banewolf this thing will rape your marines and deny you your objectives if it gets close. Plus it's lightly armoured.
3) LRDs move these up to #2 if you are mech marines. these things can only kill a few guys a turn if you spread out and use cover. Seriously these are AT vehicles. The way he armed them expect them to be moving so assault them when they get close.
4) Chimera + guys in it. They won't do much; hell this is a guard combat squad ignore it unless one of your units has nothing else to do. Honestly this unit isn't much of a threat it's just a distraction.
Anyway whats in your list? Its much easier for us to give you advice, (and you'll get better advice than this if we know what you have).

The problem with killing his troops is that he would most likely put them in reserves and outflank them. Don't underestimate those stubborn penals. They can do more damage than you think, especially if they get an extra ccw and rending and are able to assault a unit too close to the board edge.
Give your sergeants power fists. Demolisher rear AV11 are hard to crack with just krak grenades.
Basically as with all IG lists. Speed is the key. The faster you can get up close and personal with them, the less time they have to shoot you with. A Shrike+assault squad 1st round charge is potentially very devastating...if you are able to get 1st turn...and if you don't mind using ravenguards. I seem to recall someone crippling an important part of my IG force with them - my hellhound and 2 collosi - and I in turn returned the favor to the list above with Shrike+fleeting terminators.
Protect all your troops in rhinos and rhino rush him, popping smoke along the way.
Oh, lastly, land speeders and bikes with multi-meltas are very scary for an IG player.

I know how to beat I'm just asking what your list might look like/how you'd handle it. However if you must know my list was this...
10 assault marines, 2 flamers, PF sgt.
2X10man tactical squads
Las, melta, PF sgts
2Xtwin-linked las razorbacks
That's it, My standard 1000.
Tactical meltas and Sternguard combi-meltas will take care of the banewolf and Russes. The rest is a piece of cake anyhow.
As for beating that guard list with your own: you outshoot it at range, so stay back (more than 30" to stay clear of the demolishers) and just snipe at his vehicles. If he wants to get you back he needs to come and get you. If he does, you rush your melta combat squads in your razorbacks right at him, unload and melt. With Shrike your assault squad can effectively assault 19"-24" and your power fist will always hit rear armor, so there goes another tank.
Aim the meltas at the Leman Russ and point the lascannons on the banewolf. That way every weapon will have a very decent chance of doing serious damage.
My standard 1k list would probably go like this:
6x TH/SS termies - 240
Tact squad - LC, melta, Pfist - 210
Razorbak - LC + TL-Plasma - 75
Tact squad - plasma cannon, melta, Pfist - 205
Razorbak - LC + TL-Plasma - 75
With Shrike that guy should rarely beat you. The Assault Marines have a PF Sarge, there goes a Demolisher or any squad Turn 1. If you don't get turn 1, sit in cover and he has to try to kill all of them, probably won't happen.
Really the only thing to counter is the tanks, everything else is just bad. I do fully underestimate Penal Legion Troops, especially against small armies. Just...stay away from the edges. To random to be effective in my opinion. I'm sure people have used them well, every unit has some cool story.
