any tips on how to counter infantry/ shooty armies like the guard or the tau with a Raven Wing bike army?
It's all about your speed. Most armies spread out some, to grab objectives or whatever reason. You can hit a small part of a bigger army with your whole army. Also, every army has a unit they rely on. IG loves it's tanks dearly, kill them. Tau loves it's Railguns and Suits, kill them. When someone is used to a unit doing impressive things and it dies early, they panic.
Just focus and destroy them piecemeal. Block shooting with CC or terrain if you can. Keep your army together and supported.
If they bunch together, well it'll be messy. You have to kill what has the best chance of punching through your saves and than mop up the grunts. Also, you have superior mobility, use it in the last turns.
Assault, assault, assault..
and sometimes maybe even assault.

Prince of Excess already mentioned some of the most important things.
Like Prince of Excess said: concentrate your force on smaller parts of the enemy. Slower armies have to carefully divide and isolate first, but you just hit them and it's over before they know what happened.
And that's the key, I think: don't be shy! It _will_ cost you a lot to get to them. But the more you more give in to doubt and falter, the higher these costs will become, while that indecisive behaviour won't win you anything in the meantime.
You have to rush with full force. You will face a lot of casualties on turn 1 and 2 and it will seem alarming. But after that you should have the upper hand and from there you should be able to wind it up.
So just do it.

so as far as weapons go is it even worth it to use flamers or should my bikes go with the meltas and plasmas ?
I'd favor Melta, than Flamer than Plasma. Vehicles are so common, cover saves are also big, MEQS without a cover save aren't common.
When it comes to me and my ravenwing. I like to have a suicide squad or two while the rest either out flank or stay back, provide cover fire. Along with land speeders.
However since guard and tau are your problem, and they do suck in combat and are typically tank heavy. I'd load up on assault cannon heavy bolter land speeders, jetbike sammael (these will chew threw infantry and light tanks), out flank 2Xmelta gun squads (combat squading is the best way to pull this off) along with multi melta attack bikes.
But that's me...
I personally find Outflanking underwhelming. It's a bit nicer with Bikes but it's very easy to play around with many armies. Tons of Bikes coming 24" at me with 3+ Cover Saves is much more worrying. The guns are all solid gold though.
