Khan is actually my favorite named IC mainly because of his CC abilities, hit and run, furious charge and killing blow? that's pretty sweet. Then adding outflanking to your army is pretty awesome too (although sometimes I'd prefer combat tactics, but I do love outflanking with a redeemer filled with termies).
I usually just keep him in a command squad although I have considered putting him in a 9 man assault squad w/o jump packs (and the free rhino), turning them into mini berzerkers
I've never tried his bike mainly because I just don't like bikes too much, it looks so much more noble and heroic to be on foot and bikes cut down your troop numbers by too much for my liking.
Who's tried him? What's your tactics? what unit do you put him in? and do your prefer to keep him on foot or put him on his bike?
Most Notable Achievements:
Killed a Revenant Titan in one shot.
Killed 900 pts worth of Blood Angels in 2 turns while only loosing 4 pts.
I don't play him but I've seen lists with him. It usually takes advantage of outflanking Land Raiders, Bikes and Rhinos. The only problem is if your Reserve dice hate you, it's a tough win. By himself, he's awesome though. A Bike that can Run? Nice.

Khan + Tigerius = Win.
Make sure your entire army are in transports, can move quickly (bikes, jump packs etc), or doesn't need LOS (Whirlwinds)
Turn 1, do nothing.
Turn 2, make sure you fail all your reserve rolls. Should you pass one, outflank but hide.
Turn 3, make sure you pass all you reserve rolls. Attack.
Turn 4, mop up.
Turn 5, do nothing as your enemy is already dead. Start painting the aquilla on all the captured bunkers.
I would like to start playing around with Khan as I want a bike-heavy army, but like said above, I am afraid of randomness with the reserve rolls. With 1500pts to spend and lots of bikes taking up the bulk of the points, I am afraid that there is no room for outflanking mishaps (wrong turn, wrong units, wrong side of the table). It is also intriguing that GW decided to do a bike-only(heavy) army's IC on foot...
I am also somewhat against using him and NOT outflanking, as most of the points spend on him can be better spend on a Captain on a bike with some gear...
But I guess if you wanna solo charge him into something, go for it =x
I find his bike stupidly expensive, and the only squad he can really join while biked up is a command bike squad, which for it to be good costs way more than I'm willing to pay.
On foot I love him though, cheapest captain rank IC with those sweet skills that confer to whatever squad he's joined, using the old veteran skills cost he's a real bargain.
Throw him into a squad with either alot of power weapons or flamers and watch his squad tear through stuff.
Command Squads are perfect as they can include both flamers and power weapons, vanguards get considerable when led by Kor'sarro, LC termies benefit greatly aswell and finally honour guards.
I agree with you though that sometimes you'd rather keep the combat tactics. Not that outflanking is bad, it's just something you need to build your army around to make the most of it and it's not always that kind of army you want just because you want to field Kor'sarro.
Edit: Oh and always keep a vindicator closeby should you run off, just for the fun of it : D

I like Khan for furious charge, hit & run, and that's about it. Outflanking is terribad against a good opponent.

I tend to find that a lot of the Special Characters are cack, but in the case of Khan he really isn't bad at all, especially if you're the kind of nutter who runs a Biker Command Squad Of Doom (Hit & Run Thunder Hammers and I5 Lightning Claws are win). For a start he allows you to run a Bike army without needing a second HQ and he's only marginally more expensive than a normal Biker Captain with a Relic Blade or Thunder Hammer, plus with his Fleet special rule he's handy for jumping in to help if any of your squads get caught in CC.
The only problem I have with him is the loss of Chapter Tactics, which is a big blow to Bike armies since each turn in which your Bikes don't move is essentially a turn wasted.
If i was going to add a bike-captain to my army, i would have prefered a vanilla captain with relic blade over Khan. Some of the special rules for Khan is useless/bad, and outflank is not really that handy.
Things like Khan + Tigerius or Khan + Shrike, is shure fun thing to try out. But that's quite a point sink in SC.
If we're gonna start talking about point sink HQ combos, what about Kantor (on bike) and Khan. Take Kantor's Chapter Tactics and suddenly you have scoring bikes and sternguard. Match made in heaven, if an expensive one.
Truthfully, I like what Khan does, I like it a lot. The fact that you can get scoring bikes when he's on a bike is like christmas in so many scenarios. Usually I don't consider a command squad with him, since his command squad doesn't count as scoring, I usually opt to invest that in bikes.
While it depends what the rest of your army is, Khan on a bike with other bike squads is a beautiful thing, and something I would take in a second if orchestrated well.
As for outflanking, rolling uncertainty is a fact of life, but I think we can all agree that provided you only outflank things that it is advantageous to outflank, then there isn't really a problem. Especially since usually I only end up outflanking bikes. Total effective range of around 36" for shooting, 18 inches for assault. Provided you deploy right, maybe forcing your opponent to the edges, you can't go wrong.
Overall i think Khan is a waste of points. His Chapter Tactics isn't any good especially in comparison to Kantor's and Vulkan's. His bike is also priced over a regular captains and give him a rule he can't use unless he is flying solo which then he isn't benefiting from giving a squad furious charge or H&R. His swords rule is nice but it isn't enough to justify taking him. I would rather take a Captain on bike w/ relic blade if i was taking a biker HQ. This costs ~40 points less than Khan on moondrakan and you keep combat tactics, get higher strength attacks. You only lose H&R and furious charge which only help a lot imo when used with a biker command squad geared for melee which still is either not going to be a super cc unit or it's going to be a points sink which you would be better off with some terminators.
Your basically paying extra points to have the ability to use outflank for your army(which isn't any good as it's not that reliable and it's not that beneficial as your bikes can move up to 24 inches a turn) and a power weapon that has killing blow. He's not worth it.
